<br />9 <br /> <br />MR. HONCHELL: There's no way to make that determination. <br />The Council has to review and take all of this into their <br />decision. <br /> <br />MR. ANDRE: It's tied in with the streets and, of course, <br />the practical way of completing the streets that are in the <br />process of being petitioned for would be to consider the entire <br />issue. If part of that area is not sewered (inaudible) but it <br />would have a substantial effect on the petitions. <br /> <br />MAYOR DEMOS: Clarmar has been petitioned. That runs <br />though A and B. The Brenner petition goes through A and, I <br />believe, C, so in other words, it does have to be considered as <br />one area (inaudible) Lydia also goes through areas D and E <br />so you see it is one project. <br /> <br />MR. BARTZ: I live right on your line which is the high water <br />mark, so obviously I'm not going to derive any benefit. I did <br />stop and talk to the engineering department and he said part may <br />be done and part not. <br /> <br />MR. ANDRE: Theoretically it can be done, but practically <br />(inaudible) considered in view of what we discussed. <br /> <br />MAYOR DEMOS: The streets sort of preclude that. <br /> <br />MR. HERBERT JONAS, 3090 North Hamline: I want to (inaudible) <br />Mr. Schifsky about the situation on the northern end of this new <br />proposed storm sewer. The present green line showing the present <br />sewer actually has been damaging the lake considerably - not <br />only the people living there but everyone who uses the lake from <br />the whole suburban area and the city - people from Roseville and <br />St. Paul and surrounding areas because every winter when sand is <br />put on the street the sand comes down the pipe line and has <br />built a (inaudible) in the lake in the swampy area. <br /> <br />Secondly, time and again we have had to use our Police Depart- <br />ment to track down people who were (inaudible) dumping oil on the <br />street when they changed oil and it runs down into the lake. Of <br />course it starts spreading also. I would suggest that if this sewer <br />system is filled in and the present drain into the lake is being <br />used, then there should be,either by the City of Roseville or <br />together with the county, a rather (inaudible) settling base to <br />catch all of this. There have been some complaints about po1ution <br />of the lake and I think (inaudible) polution is not something <br />that should be considered in just (inaudible) small context of <br />these lines but as an overall corporate effort with the county <br />and our village next door, otherwise the lake will not exist in <br />15 years. I'm an ecologist and know a little about it. <br /> <br />MR. ROLF IVERSON, 1471 Lydia: I would like a brief (inaudible) <br />what road restoration means in terms of the streets that you <br />tear up for putting the sewer in, do you just patch the hole or <br />pave the whole street, what kind of patch is it and how long is <br />it projected to last? I would also ask that the figures be re- <br />stated again because I thought they were confused when initially <br />
