<br />IZd 10 yo <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />November 20, 1980 <br /> <br />Pursuant to due call and notice thereof, a special meeting of <br /> <br />the City Council of the City of Roseville, Minnesota, was held in <br /> <br />the City Hall in said City on Thursday, November 20, 1980, at 7:00 <br /> <br />o'clock p. m. <br /> <br />The following members were present: Mayor Demos and Council- <br /> <br />men Curley, Kehr and Franke: and the following were absent: One <br /> <br />Vacancy. <br /> <br />Also present were James F. Andre, City Manager: Robert Bell, <br /> <br />City Attorney: Charles Honchell, City Public Works Director: and <br /> <br />Peter S. Popovich, City Bond Consultant. <br />MAYOR DEMOS: Improvement P-80-10 is for Minnesota Avenue <br /> <br />from Rice to Dale Street, paving, curb and gutter. <br /> <br />MR. ANDRE: We have the legal notices on file. <br /> <br />MR. HONCHELL: This project is a result of a petition from <br />the property owners along the roadway. It was signed by 52% <br />of the property owners. The roadway under consideration is <br />~~nnesota from Rice Street to a location just to the west of the <br />last developed parcels. It is not proposed at this time to <br />take it all the way to Dale Street because that is also part of <br />the on and off ramps for Highway 36, so the proposal would stop <br />just past the last parcels that are developed at this time. <br /> <br />The existing roadway, even to a greater degree than the <br />past project which I asume most of you listened to, varies in <br />width. The widths are from 23 to 33 feet. The location of the <br />existing roadway on the right-of-way also varies considerably. <br />Starting from the extreme west it's Slightly north of the <br />centerline but generally near the centerline. As you get in the <br />middle portion of the project, the existing roadway is considerably <br />north of the existing centerline. The road is predominantly on <br />the north portion. The further you get to the east, the roadway <br />once again begins to come down to the centerline of the road, <br />although still being a bit on the north side. Again, those of you <br />
