<br />2 <br /> <br />in the area are well aware, the existing terrain, mainly the <br />elevations of the ground on the north side in many cases are <br />several (inaudible) different than the elevations on the south <br />side, and once again, these vary. Some are relatively close, <br />some are markedly different between the north side and the <br />south side. <br /> <br />There are quite a few fairly steep driveways, especially on <br />the south side, ten of which today are 10% or greater in grade. <br />In fact, in some cases they're up into the twenties. There <br />are some steep drives that are already there. There are also <br />large numbers of trees that are in existence along the right- <br />of-way and in the right-of-way, again especially on the south <br />side, one reason being that the roadway being on the north <br />portion, people have utilized that right-of-way for (inaudible) <br />and putting in plantings. <br /> <br />The existing traffic on this roadway is relatively low as <br />M.S.A. roads go. The traffic varies from 600 to somewhere <br />around 1200 to 1300, depending on which end and what portion of <br />the road you're on. To some of you that seems like a lot of <br />traffic, but as MSA roads go, that's not so great. The last <br />project was having three times that 600 traffic and was expected <br />to go considerably higher because more traffic would go across <br />Lydia because of (inaudible). <br /> <br />Minnesota is at this point, for all intents and purposes, <br />built up. I think there are two more parcels left. It <br />doesn't continue (inaudible) Dale and has very little on the <br />other side of Rice and the existence of Highway 36 eliminates <br />extensive traffic getting into it because there's no access. <br /> <br />The proposed improvement would be to construct a 34-foot <br />wide roadway. The reason that this one can be considered at <br />34 feet when the last one had to be 36 is because of the <br />difference in the traffic. The state has standards and those <br />standards do relate to the traffic volume so the fact that this <br />has slightly lower traffic volume allows this to be a slightly <br />narrower roadway. The standard roadway, as in the past project, <br />is 44 feet face to face. It is proposed to have a 34 foot <br />roadway face to face with concrete curb and gutter, bituminous <br />paving and the material under it. I hope you don't get too <br />confused with the line. This particular line shows the center <br />of the street as proposed. You will note that it's three feet <br />away from the centerof the right-of-way. The proposed road is not <br />being proposed to be built right in the middle of the right-of-way. <br />It's proposed to be built three feet north to better match the <br />existing situation. Also, we are fully aware of the fact that the <br />property is higher on the north side than the south for the most <br />part, so you notice that while most pavements have the crown, or <br />the highest part of the road in the middle of the street, in this <br />
