459 A request was made by Chair Pro Tem Eckman of individual Member comments by <br />460 Monday, May 21 for their incorporation as applicable for presentation of this draft matrix <br />461 at the March 22 Stakeholder meeting to solicit feedback from interested parties; and <br />462 clarification that if a merger is the option chosen, there will no longer be an "us," but the <br />463 nine (9) square mile jurisdiction of the GLWMO would be combined with the other <br />464 entity. Further discussion included advantages of additional monies in a larger <br />465 organization to leverage funds for projects, including capital improvement projects. Len <br />466 Ferrington thanked Chair Pro Tem Eckman for compiling the comparison information to <br />467 serve as a basis for future discussion. Len Ferrington advised that he would update the <br />468 information he'd prepared last year as an exercise to envision various funding sources for <br />469 future needs, such as tax levies based on tax capacity for parcels. Len Ferrington opined <br />470 that whatever option was chosen, it needed to be determined after input from private <br />471 citizens had been received and considered. Additional discussion included clarifying how <br />472 and why it took legislative action for the new VLAWMO stormwater utility fee when it <br />473 was established; using the comparison matrix to stimulate discussion at the March 22 <br />474 Stakeholder meeting with the intent to present a neutral matrix and needing revision if <br />475 and where there appeared to be any slanted information; and recognition that GLWMO is <br />476 the smallest WMO in the entire state creating a limited base for covering future expenses. <br />477 Discussion ensued related to potential transition and legal issues; the need to add another <br />478 category for permitting, and clarifying different authorities and characteristics of WMO's <br />479 and WD's. <br />480 <br />481 d) Rules comparison <br />482 <br />483 Ms. Correll provided a handout, attached hereto and made a part hereof, obtained from <br />484 Melissa Lewis at BWSR showing Capitol Region rules similar to current rules of the <br />485 RWMWD; the favorable reputation of RWMWD (District Manager Cliff Aichinger) in <br />486 working with cities to provide technical assistance, and their assistance to Capitol Region <br />487 in developing their current rules; and Ms. Correll's request for individual board member <br />488 feedback on the draft document, with her revisions noted for clarification purposes. <br />489 <br />490 e) Report on the Third Stakeholder Meeting <br />491 Chair Pro Tem Eckman advised that the Shoreview Press had offered to do a written <br />492 interview and article for the GLWMO stakeholder meeting, and requested that Ms. <br />493 Correll send a map directly to the reporter at the newspaper that would clearly identify <br />494 the jurisdiction of the GLWMO and provide an obvious level of detail for residents to <br />495 identify Chair Pro Tem Eckman also noted that the Shoreview Press had included an <br />496 announcement in their "Community Briefs" section about the stakeholder meetings that <br />497 should be retained for the Board's archives in the Plan. <br />498 <br />499 Action Step <br />500 Ms. Correll advised that she would send a map showing drainage areas and water bodies <br />501 to the Press. <br />502 <br />503 <br />504 <br />11 <br />
