<br />& 70jL <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />January 26, 1981 <br /> <br />Pursuant to due call and notice thereof, a regular meeting <br /> <br />of the City Council of the City of Roseville, Minnesota, was held <br />in the City Hall in said City on Monday, January 26, 1981, at <br /> <br />7:30 o'clock p.m. <br /> <br />The ~ollowing members were present: Mayor Demos and <br /> <br />Councilmen Curley, Kehr, Franke and Johnson; and the following <br /> <br />were absent: None. <br /> <br />Also present were James F. Andre, City Manager; Robert Bell, <br /> <br />City Attorney; Charles Honchell, City Public Works Director; and <br />Peter S. Popovich, City Bond Consultant. <br /> <br />MAYOR DEMOS: We have four hearings before us. The first <br />is Project ST-80-22, the area north of Lydia Avenue between <br />Snelling and Hamline Avenues, storm sewer. <br /> <br />MR. ANDRE: We have the Certificate of Mailing and Affidavit <br />of Publication for this project on file. <br /> <br />MR. HONCHELL: I'll try to keep this as brief as I can <br />because I assume that most of the people at least that are in <br />the audience tonight were also at the hearing approximately a <br />month ago when we went through this project in a fair amount of <br />detail. I'll try and do an overview of the project and will <br />certainly answer any questions anyone has at the conclusion of <br />the presentation. This project is for the construction of storm <br />drainage facilities in the area where (inaudible) shown on the <br />overhead. It's the yellow bounded area of Roseville. Generally <br />speaking, that's between Snelling on the west, Hamline, for the <br />most part, on the east, a little bit south of Lydia on the <br />southern boundary, and the homes just north of Woodlynn. The <br />project is, if you will, being considered again now in 1981. <br />It was considered originally, for the most part, in 1977 I <br />believe it was. At that time, the project was not carried for- <br />ward, primarily for the reason that there were no good, available <br />storm outlet facilities to receive the storm water prior to it <br />entering Lake Josephine and also going to Lake Johanna on the <br />portion to the west. <br />
