MAYOR DEMOS: I might add (inaudible) not be proper for us
to come up with a design for that type (inaudible) unless the
project is approved. Because if we would do this now, and deny
the project, we have wasted engineering time and money and we
cannot charge it off, where it would be charged to the project
if it were approved.

MR. ROY ABRAHAMSON, 3089 North Hamline: May I add one
factor from the standpoint of Hamline Avenue, again in line with
Mr. Jonas's comments. The ditch in front of my property serves
as a settling pond and filtration unit during these periods of
heavy rains. As evidence of that, I can tell you point blank that
the level of the bottom of that ditch has gradually increased over,
or raised over the period of the last ten y~ars and that the water
actually settles in front of the house there. It has been no
serious or significant problem. I feel that it's more important
to put up with this minor problem of standing water rather than
contaminating a valuable asset, like Lake Josephine.

COUNCILMAN KEHR:
you, Mr. Honchell. In
there, that would have
east side of Hamline.

I would like to direct another question to
the development of a weir that's going in
to go, I believe, as you indicated, on the
Is that correct?

MR. HONCHELL: That's our expectation.

COUNCILMAN KEHR: Then it would be in the jurisdiction of the
County. Is that correct?

MR. HONCHELL: That's our expectation.

MR. JULIAN SCHIFSKY, 3082 North Hamline: In that green
stuff up there, put that pencil in that green stuff, that's my
property. Nobody has ever said a word about what they're going
to do or anything to us. How come? They're just going to go in
and go ahead or what's the scoop? I talked to Doc Emmons and
nobody ever talked to him about going through there.

MR.-HONCHELL: The pipe is already in place. The pipe is
there.

MR. SCHIFSKY: (Inaudible) public and private property.
There are no easements or nothing there.

MR. HONCHELL: That's part of what I alluded to before.
The County seems to have some question as to what easement rights
they do have on that existing pipe.

MR. SCHIFSKY: My experience in Roseville, you put the sewer
in about six feet deep in my street, the sanitary sewer, and I
don't think they do too good of a job. I'd just as soon not have
them monkey around with that ground down there. I don't think
they know what they're doing. That's the truth.

MR. WALLACE HERRON, l464 Clarmar: I've lived in Roseville
for 25 years. I recognize many people in here (inaudible). I
feel that the storm sewer is needed. I don't believe in dumping

8
