<br />into the lake where I like to go and swim, but I think there <br />should be some kind of run-off area or a pond or something where <br />they could at least try to keep the lake clean. I think, if I'm <br />not mistaken, I believe a water bond is coming up to be paid off. <br />A sewer bond is coming close to (inaudible). <br /> <br />MR. POPOVICH: Sanitary sewer first. <br /> <br />MR. WALLACE HERRON: I've been on the street for 25 years, <br />I know it's been a temporary street for 25 years. I'm willing to <br />make an investment in sewer and a permanent street. However, I <br />feel that it should be presented as such that it does a good job <br />for everybody. That includes the people around the lake. Like <br />I said, that's a public beach over there (inaudible) for 25 years. <br />If there's any running water or any contaminated water, I would <br />like to see some way made for the water to be cleaned up before <br />it ever gets into the lake. (Inaudible) but on the other hand I'm <br />for the project because I want a permanent street. <br /> <br />MAYOR DEMOS: We're certainly going to do our best if this <br />goes through. I want to point out one thing - it's been proven <br />that when water goes over land it often picks up more bacteria <br />in time than it does through a pipe and actually does contaminate <br />the water as well. <br /> <br />MR. HERRON: I recognize that. I've seen it flow along <br />Hamline Avenue, down Clarmar, my street is pretty dirty, but after <br />a good heavy rain it's nice and clean. I know where the dirt <br />goes. (Inaudible) I've seen the ditches along Hamline Avenue <br />(inaudible) I'm surprised no one has ever drowned in one of them <br />when they're filled with water.. I know what a lot of water can <br />do for you. I have it in my basement occasionally. (Inaudible) <br />but I am for a permanent street and if it requires a good storm <br />sewer system to get the permanent street in now, I'm ready to go <br />for that. <br /> <br />MAYOR DEMOS: Anyone else? Anyone else that wishes to be <br />heard? If not, I will close the hearing. What is the Council's <br />pleasure?- <br /> <br />COUNCILMAN FRANKE then introduced the following resolution <br />and moved its adoption: <br /> <br />Resolution No. 7092 <br /> <br />RESOLUTION ORDERING THE CONSTRUCTION <br />OF IMPROVEMENT NO. ST-80-22 <br />UNDER AND PURSUANT TO <br />MINNESOTA STATUTES, CHAPTER 429 <br /> <br />BE IT RESOLVED by the Council of the City of Roseville, <br />Minnesota, that in accordance with the provisions of Minnesota <br />Statutes 1961, Chapter 429, as amended, the Council held a <br />public hearing on the proposed construction of Improvement No. <br /> <br />9 <br />
