EXTRACT OF MINUTES OF MEETING OF THE <br /> CITY COUNCIL OF THE CITY OF ROSEVILLE <br /> Pursuant to due call and notice thereof, a regular meeting of the City Council of the City <br /> of Roseville, County of Ramsey, Minnesota, was held on the 25th day of April 2011 at 6:00 p.m. <br /> The following Members were present: Willmus; McGehee; Johnson; and Roe <br /> and Member Pust was absent. <br /> Council Member Willmus introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 10895 <br /> A RESOLUTION DENYING AN APPLICATION TO APPROVE A PAWN SHOP AS A <br /> CONDITIONAL USE AT 2057 SNELLING AVENUE (PF11-005) <br /> WHEREAS, the property at 2057 Snelling Avenue is legally described as: <br /> PIN: 16-29-23-11-0078 <br /> Section 16 Township 29 Range 23, the E 483 feet of the S 157 feet of the N 8 acres, subject <br /> to roads and easements,in Section 16 Township 29 Range 23 <br /> WHEREAS, Capp Industries, Inc., owner of the above described property, supports an <br /> application by Yellow Dog Holdings, LLC to approve a pawn shop as a CONDITIONAL USE; and <br /> WHEREAS, the Roseville Planning Commission held the public hearing regarding the <br /> proposed CONDITIONAL USE on April 6, 2011, at which time oral and written testimony was <br /> presented by the City staff, the applicant, residents, and other interested persons. <br /> WHEREAS the Roseville Planning Commission voted 6-0 to recommend denial of the <br /> proposed use based on the comments and findings of the staff report prepared for said public <br /> hearing and the oral and written testimony; and <br /> WHEREAS, the Roseville City Council, at its regular meeting on April 25, 2011, <br /> received the Planning Commission's recommendation,the City staff report, written testimony, <br /> and draft minutes containing oral testimony regarding this matter; and <br /> WHEREAS, the Roseville City Council upon consideration of the conditional use <br /> application, the City staff report, and all other information received from the applicant, residents, <br /> and other interested parties constituting the record on this application, and upon further <br /> deliberation,makes the findings in this Resolution as a contemporaneous record of the Council's <br /> decision; <br /> NOW THEREFORE BE IT RESOLVED,by the Roseville City Council that it adopts the <br /> following findings regarding the subject application for a conditional use permit: <br /> Page 1 of 4 <br />
