/e:2" 1 {J 93-

Extract of Minutes of Meeting
of City Council
City of Roseville
Ramsey County, Minnesota

January 26, 1981

Pursuant to due call and notice thereof, a regular meeting

of the City Council of the City of Roseville, Minnesota, was
held in the City Hall in said City on Monday, January 26, 1981,

at 7:30 o'clock p.m.

The ifollowing members were oresent: Mayor Demos and

Councilmen Curley, Kehr, Franke and Johnson; and the following

were absent: None.

Also present were James F. Andre, City Manager; Robert

Bell, City Attorney; Charles Honchell, City Public Works Direc-

tor; and Peter S. Popovich, City Bond Consultant.

MAYOR DEMOS: The next hearing will be P-80-34, Clarmar
Avenue from Snelling to Hamline Avenues and Pascal Street from
Clarmar to Brenner Avenues, street, curb and gutter and associ-
ated work.

MR. ANDRE: I have the Certificate of Mailing and the
Affidavit of Publication for this project on file.

MR. HONCHELL: This project is the result of a petition
that was signed by 68% of the affected frontage. It's for the
reconstruction of Clarmar from Snelling to Hamline and inasmuch
as the City has a policy of considering doing the side streets
at the same time a frontage street is being done, by side street,
for some of you that don't understand some of the technology,
that just means that this particular street, all four of the
parcels have their long side, or the side of the corner lot, is
along Pascal. Where the front is over here, in this case, on
Clarmar, and in this case down on Brenner, so to avoid having
these small stub-ends of streets left as we would do all frontage
streets, side streets are considered at the same time as part
of the improvement. The existing road-mix asphalt on Clarmar
is approximately 30 feet wide and on Pascal it's about 28 feet
wide. The proposed roadway would be to construct a 32 foot
wide face-of-curb to face-of-curb roadway with asphalt surfacing
and concrete gurb and gutter on each edge to carry the drainage
to those storm sewers that just got passed earlier tonight.
