and Rihm together. Now, is the sanitary sewer, storm sewer I
mean, is that going to be based on square foot? Are they going
to pay more than M & M and Rihm?

MR. HONCHELL: That's a good question. As I stated, origi-
nally Williams Brothers was one of the signers of the petition.
That's a two-fold reason. Part of it is that large portion of
undeveloped land up along Highway 88, that trapezoidal piece
right there, that's not built. One of the possibilities that
they were looking at was either to .sell the property or to
develop it. In order to do either of those, they have to have
access to a street. Highway 88 has limited access, and you can-
not have a driveway on it. So they were looking potentially for
a way to get a road, a permanent roadway to this site. The
Marabella parcel, you'll notice, does go all the way to the
north and to that site. One of the possibilities we were looking
at for a considerable amount of time was to extend this roadway
that we showed you today on up to the north to that Williams
Brothers site. We also were very interested in working with them
to have the watermain go up the Marabella site, then go immedi-
ately (inaudible) right along the Williams Brothers ownership
into the internal tank farm where there would be this 12 inch
line developed and then they would develop their own internal
loops beyond that for fire protection. We worked extensively
with the local people and had communications down to Tulsa. We
recently have received a response back and they are not inter-
ested in providing development to that vacant private piece and
they are also not interested in having the watermain extended
into their site.

MR. LAWRENCE STOUFFER: That's another no vote then.

MAYOR DEMOS: (Inaudible). We have some strong feelings
about fire protection for Williams Brothers.

MR. LAWRENCE STOUFFER: I believe that. I saw the fire
last year.

MAYOR DEMOS: Just because they say no doesn't necessarily
mean (inaudible) so let's get that clear.

MR. LAWRENCE STOUFFER: Let's be realistic and pragmatic
about cost. You're talking about County Road C (inaudible)
property. It's down now, I think, to less than nine acres. If
you're going to talk about assessments of $310,000 on that little
bit of acreage, it's just not feasible. I cannot see it. I
think the whole thing is of benefit to M & M, to get their sewer
and water services, let somebody else (inaudible). Now, if M & M
is so hot for this site (inaudible) doesn't want to sell it.
But he doesn't want to be stuck with assessments of almost equal
what he paid for the property twelve years ago. Figure it out.
$21,000 a year assessments on 8 1/2 acres.

~~YOR DEMOS: Let me say this. We have a lot of things to
think about. You mig~t as well have the benefit of what's

13
