want to interpret this. But it just isn't going to be economi-
cally feasible for us if we have to go into all this assessment.
Then we'd better politely back away and find something else.
Maybe we should stay where we are because we do own our property
there. We have been in that building since 1951.

COUNCILMAN FRANKE: 'Mr. Andre, on the Marabella property,
what would you have to do? Go through condemnation proceedings?

MAYOR DEMOS: (Inaudible) the very first question I asked.
We reach a conclusion by negotiations or the project becomes too
expensive to fool with. That's why Mr. Honchell said there
should be a time limit on the period of negotiation.

COUNCILMAN FRANKE: Is there?

MAYOR DEMOS: Not unless we voted it through.

COUNCILMAN FRANKE: That's the point we're at, isn't it?

MAYOR DEMOS: Not necessarily.

COUNCILMAN FRANKE: Well, they already said that they're
not interested. So, if we're going to negotiate or whatever.

MR. ANDRE: That's one route to take (inaudible) whether
or not we can negotiate (inaudible).

COUNCILMAN FRANKE: I would assume that it can't be.

MAYOR DEMOS: I don't think that's necessarily a correct
assumption.

COUNCILMAN FRANKE: Did I hear her incorrectly?

MR. ANDRE: They indicated they were opposed to the project.

COUNCILMAN CURLEY: (Inaudible) before you ordered it
(inaudible) unless we order the improvement. If they want to
make that kind of a deal (inaudible). Nothing prevents you
from making a deal with them before you order in a project.

MR. ANDRE: I think the recommendation was to (inaudible)
assuming the Council wants to go ahead with the project as it's
laid out in the feasibility report to see if it can be done.
If not, then we would be reverting to the Alternate B plan.

MR. DON BARRY, Williams Brothers Pipeline: we're the long
unheard from one. I just have a couple of questions. As Mr.
Honchell indicated, he's had some correspondence from the home
office. I guess my only comment is that sometimes the home
office and the local office don't always see eye to eye.

MAYOR DENOS: who wins out?

15
