<br />that St. Anthony particularly and vitally needs. They will be <br />having their hearing on this project at their first meeting <br />next month. Approximately ten days away or something. Anyway, <br />immediately after ours. Before we meet again they should have <br />theirs. They will be considering the same portion of the <br />project. The storm study has been completed and it's been <br />found that of the 29 c.f.s. that will be reaching County Road <br />C, that approximately 17 c.f.s. will be coming from st. Anthony <br />and approximately 12 c.f.s. will be coming out of Roseville. <br />NOW, we actually have more acreage than they do, but one of the <br />reasons that we have a smaller c.f.s. flow than they do is <br />because part of the plan ultimately assumes that there will be <br />roughly half an acre of pond in this location, another one here, <br />and about one acre there. The reason for that configuration <br />is because this is one ownership and as is the case as each <br />parcel develops, they provide their own ponding in the way that <br />would best suit their particular parcel. As this one develops, <br />there would be a second pond for that site, and as this one <br />develops, there would be a third pond to serve that site it- <br />self. By holding the water back, we are able to have a smaller <br />amount coming in (inaudible) through the pipe and henceforth a <br />smaller pipe. <br /> <br />st. Anthony has reviewed a funding policy whereby we would <br />pay 12/29 and they would pay 17/29 of the cost of this. This <br />still would have to be reviewed and approved by both their <br />Council and yourselves if this is passed, but that's based on <br />what size this pipe would have to be to carry the water through <br />the community. If they came in alone, they would need some <br />17 c.f.s., if we came in weld need 12. <br /> <br />The storm sewer itself is definitely, as I said, needed. <br />I would recommend to you that that's something that we would <br />want to work with st. Anthony to try and resolve. There are <br />several conditions, of course, that would have to be met before <br />that happens, including an actual joint powers agreement and <br />their having a hearing and approving it as well. I believe <br />Mr. Andre has passed out some potential conditions on these <br />approvals that you might want to consider if you do pass the <br />storm sewer portion. <br /> <br />This is the same site, simply on a different drawing. <br />Here's County Road C again, here is the common line with st. <br />Anthony, the M & M property, the property in the estate, the <br />Marabella property, and the Rihm property. . This shows the <br />potential location of a roadway which would be used for opening <br />up this currently underdeveloped portion of the City. This <br />would allow for various parcelizations to be made, various <br />frontage, various access, and also for the potential of con- <br />necting this roadway with Anthony Drive into a single roadway <br />which would form a loop around to County Road C and would <br />provide access points which would help st. Anthony and would <br />also help this site. Currently it's shown with a cul-de-sac <br />at the end because officially we don't have any agreement with <br /> <br />3 <br />
