<br />that are in the back portions of these properties if they are <br />ever split out. There is also a proposed sanitary sewer that <br />would be extended across County Road C up to the Marabella <br />parcel, under the road, approximately to the corner where the <br />M & M site is now under development and again, that would supply <br />sanitary facilities to these parcels. Now, due to the fact <br />that this is on the extreme end of the Roseville sanitary sewer <br />system and the fact that in relationship to the road there are <br />portions of this land that are lower than County Road C, either <br />some filling would have to occur or there would have to be some <br />ejector pumps built on some of the portions of this. As you <br />get further to the north it actually gets higher again. Some <br />adjustments would have to be made either in the existing ground <br />profile or an ejector station to use these sanitary facilities <br />because they're simply high in relationship to the ground. <br /> <br />In the event that the road does not get approved, certainly <br />one possibility we will be reviewing, we would not propose to <br />acquire the Marabella parcel and build this piece of sanitary <br />sewer. It would simply be exorbitant in terms of cost. I <br />don't know if Mr. Marabella is here this evening, but in the <br />past, in discussions with him, they are certainly looking for <br />value for their property and they have their feelings of what <br />the property is worth. We have had an appraiser do a preliminary <br />evaluation of it and one of the problems with the site as he <br />sees it is that it is difficult to look at it both as a home- <br />stead and at the same time as industrial land. By that I mean <br />it's difficult to pay for a house like it's a residential <br />property and at the same time pay acreage as if it were a site <br />that was ten acres big and could be used as a major industrial <br />development. It's difficult to be both fish and fowl at the <br />same time, which puts a limit on the value of the property. <br />That opinion is basically reflected in the estimate of costs we <br />have included in your report. <br /> <br />If we were to build the road, then we ,~ould be recommending <br />acquiring the Marabella site. If we do not build the road, then <br />we would not be recommending its construction merely for the <br />purpose of sanitary and the water. We feel that if that occurs, <br />then these sites will have no access by the new road and, <br />therefore, we'll simply have to assume that they would get <br />their sanitary sewer from down on County Road C, both for this <br />parcel, the one in the estate, and M & M potentially would have <br />to bring their sanitary sewer service 600 or 700 feet down to <br />County Road C. <br /> <br />We do have an alternate plan available for the water. We <br />feel that the water main is needed. You will notice I.said <br />there were a couple of reasons before. So far I've only talked <br />about one. There again is the St. Anthony line and County Road <br />C. We feel that this 12 inch line should be constructed all <br />the way to County Road C-2 even if the road and even if the <br />sanitary sewer and even if realistically nothing else happens. <br />The reason for this is first, to serve the M & M property in <br /> <br />5 <br />
