<br />facilities existing at this point on the road, but if you will <br />recall last month there was a storm sewer improvement for this <br />entire area which was passed and that will result in catch <br />basins being placed at the Lydia intersection with Albert and <br />at the Brenner intersection with Albert. Since the high point <br />is approximately in this location, drainage goes in both direc- <br />tions. <br /> <br />The proposed roadway would be a so-called standard City <br />of Roseville residential style road. It would be 32 feet wide, <br />16 feet on each side of the centerline, and centered in the <br />right-of-way. It would have asphaltic paving and concrete curb <br />and gutter on each side. The curb and gutter proposed is a <br />so-called straight-faced, at least what most people think of as <br />straight-faced curb. The reason for that design being that all <br />of the properties are already developed on the west side and <br />the park will not need any additional openings that are fore- <br />seen on the east side. So we're able to put our standard curb <br />and gutter on. This is a seven ton design, which is a Roseville <br />standard. The proposed plan is to raise the street slightly to <br />better match the somewhat higher yards, particularly in this <br />area to the south and also to improve the drainage in both <br />directions. As I previously mentioned, the drainage is some- <br />what flat. We will, in doing this, be rebuilding the various <br />driveway approaches back to the point where they will then <br />match the existing driveways and regrading the yard work, again <br />until the point where it blends in with the new elevations. <br /> <br />You will recall we have already approved the paving of <br />Lydia Avenue and this home has corner property obviously along <br />Lydia, the frontage being on Albert. We have also already <br />approved the paving project for Brenner Avenue and, once again, <br />this corner lot has its front on Albert and the side on Brenner. <br />The typical side lot benefits are going to be used on the <br />Lydia and the Brenner Avenue roadways. All eight of the lots <br />involved have 75 foot frontage on Albert. <br /> <br />MR. POPOVICH: Mayor and members of the Council, the total <br />published cost of this project is $41,154.30. If the project <br />is approved, it is anticipated that this improvement would be <br />combined with several others that we had - 80-18, Arona~ 80-34, <br />Clarmar; and 80-35, Brenner, that was just mentioned. When <br />that would be done, the total cost of all of those projects <br />would be $342,718.86. The estimated front footage cost, if it <br />was 100% assessed, would be $50.52. Under the policy recom- <br />mended by the administration and the engineering staff, the <br />amount of 22% would be assessed against the benefitted proper- <br />ties, which would come out to $11.11. We would have a-uniform <br />front footage cost for all of the projects that would be con- <br />solidated together with this one. <br /> <br />Obviously this would be spread over the period of time <br />that the Council would determine, whether it would be 15 years, <br />as I recommend because of the interest rate and market situa- <br />tion, that we'll know. at the time we sell the bonds as to what <br /> <br />2 <br />
