ANDRE: Mayor, I would like to point out that the hearings <br />that we have tonight are the result of petitions that have been <br />circulated to persons living on those streets and the Council, as <br />a matter of policy, has responded to the petitions in terms of <br />determining feasibility studies and following through with hearings. <br />I might point out that the Council has not initiated any of these <br />projects that we are hearing here tonight. <br /> <br />MAYOR DEMOS: Cohansey Street - the hearing is open. <br /> <br />LEE SCHOMACKER, 2415 Cohansey: I wish to say right now that <br />I am opposed to this matter that is up for consideration, much for <br />the same reasons that I was opposed to it three or four years <br />ago. First, I don't think that the need has been proven. I think <br />the streets that we have right now are adequaterand very functional. <br />The .cost, a second item, is over $200,000. It's going to be <br />incurred by each home own~r in the way of an assessment. Third, <br />we cannot be guaranteed that the shrubbery or trees that are now <br />up and have grown over 15 or 20 years are not going to be destroyed. <br />Mr. Honchell did refer to only three, but he could not guarantee <br />that there might be more. As far as the petition that was circu- <br />lated, I assume that this is fact, but I can also assume that the <br />petition that was circulated and signed was more or less more of <br />an indication of interest than an actual vote. I assume that's <br />what we're here to do today - to tender our votes, one way or the <br />other. HONCHELL: I guess I'm really not certain as to how old <br />it is. Mr. Short, do you recall when that came in? Is that about <br />l5 years old? <br /> <br />MR. ROGER SHORT, Short, Elliott, Hendrickson: As I recall, <br />it's less than 15 years old. As I recall, Cohansey was constructed <br />after, I believe, or immediately before BanCon acquired the <br />properties there and started building. I can't say exactly when <br />the first homes were in, but I believe it's less than IS. <br /> <br />CARL DeSPIEGELAERE: I was thinking that maybe with proper <br />maintenance, a road of that sort should last maybe around 40 years. <br />Would that be about accurate? <br /> <br />MAYOR DEMOS: It would be far from accurate, because we've <br />never had a permanent street put in. There would be no way you <br />could hope for a temporary street to ever be that age. In fact, <br />the only reason temporary streets have held up in Roseville as <br /> <br />4 <br />
