concerns - you may think that that 75% is an absolutely new cost
being spread to the taxpayers. But the truth of the matter is,
you're paying that, in excess of ~hat, right now in maintenance.
Any other people from Cohansey? I will close the hearing. What
is the Council's pleasure on Cohansey Street?

MR. CURLEY: Mayor, getting back to that 75% - I think it
~nould probably be explained - the people are being assessed 25%.
75% will be paid by somebody else (inaudible) all the industries
and commercial properties in Roseville. Not just the rest of you
people. So really, if you want to talk about a good deal, this is
really a good deal.

MAYOR DEMOS: I'd like to say that approximately 50% of our
tax burden is borne by commercial and industrial property in the
Gity of Roseville.

COUNCILMAN JOHNSON: Charlie, can you tell - will we get the
benefit of lower bid prices if this is offered yet this year?

_ MR. HONCHELL: Well, we like to hope so at least. That's one
of the reasons that we ac~epted these petitions fairly late in the
construction season - in the hope that as these bids are coming in
so low right now, if we hurry we'll get these to bidding this
summer and get the roads constructed this summer, therefore taking
advantage of those low bids.

COUNCILMAN JOHNSON: Any reason to think that may change
(inaudible) ?

MR. HONCHELL: Not that I see. I just talked last week with
New Brighton. They are opening somewhat similar bids and they
were finding the same thing - they were 25% under their estimates
as well. So the bids, as recently as last week, were still low.
I can't guarantee what they're going to be in six weeks or so when
we might take our bids.

COUNCILMAN FRANKE: What was the petition (inaudible).

MR. HONCHELL: This was signed by 60% of the affected frontage,
which is pretty close to the home owners. It's a little different.
If you have a lot that's 100 feet wide, that counts a little more
than somebody who has a lot that's 80 feet wide.

~~YOR DEMOS: I think the thing we could say is that if
there is enough (inaudible) and certainly we all hope that there
will be. Once again, the housing projects are being built and
they're going into new subdivisions, they're building massive new
streets - then the prices for reconstruction will go up per front
foot, when we could no longer hope to get these prices.

COUNCILMAN FRANKE: Has anybody contacted City Hall (in-
audible) not here tonight?

MR. ANDRE: We haven't received any communications, written
or verbal, on this project, other than (inaudible).

6
