of asphalt surface. One of the things, I guess, to bring out,
that wasn't brought out in the last hearing, but again for future
reference for those of you in the other projects too - it has
been the City's policy, for those lots that are on two streets -
namely corner lots - that wherever the smallest dimension is -
to use an example, let's say that this particular lot has 100
feet on Transit and 130 feet on Cohansey, and we just passed
Cohansey, if it's assumed we would pass Transit, this individual
is looking at two paving improvements, whoever that person is.
The system that the City has followed is that whatever the smallest
frontage is - we'll assume for the moment that it's on Transit -
that is the street he would pay the regular distance on - the 100
feet times the cost per foot that gets assessed. The side street
- let's assume that was Cohansey - at 130 feet long, would only
be assessed 1/10 of the length. So if this was .130 feet along
Cohansey, they would be assessed 13 assessable feet, not 130. I
mention that because we begin to get corner lots into play both on
this project and some others and I thought this at least would
be a good time to bring it up.

/I< (.

MR. POPOVICH: Mayor and members of the Council, the pub-
lished cost of this improvement is $63,650.00. There are
1,474.8 assessable feet. If it were to be 100% assessed, it
would be $43.16. With the 25% recommendation it would be $10.79.
This improvement would lend itself very well to being consolidated
with another one. That being the case, this figure could be
slightly changed and become part of an overall total cost. The
same remarks I made before as to the assessment carrying charges
in the other hearing would apply here as well.

MAYOR DEMOS: Are there any written statements?

MR. ANDRE: There are no written statements or communications.

MAYOR DEMOS: I will open this hearing and again ask that you
come to the microphone, give your name and address and the address
of the property to which you're referring if it's different than
'.:four home. This is Transit Avenue from Cohansey to Western. Is
there anyone who wishes to be heard on Transit Avenue? Anyone
who wishes to be heard on Transit Avenue? If not, I will close
the hearing.

COUNCILMAN FRANKE then introduced the following resolution
and moved its adoption:

Resolution No. 7165

RESOLUTION ORDERING THE CONSTRUCTION
OF IMPROVEMENT NO. P-81-8
UNDER AND PURSUANT TO
MINNESOTA STATUTES, CHAPTER 429

BE IT RESOLVED by the Council of the City of Rosev~lle,
Minnesota, that in accordance with the provisions of Minnesota
Statutes 1961, Chapter 429, as amended, the Council held a public
hearing on the proposed construction of Impr~vement No. P-81-8

2
