<br />k0' 7/&:/6 <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />June 1, 1981 <br /> <br />Pursuant to due call and notice thereof, a regular meeting <br /> <br />of the City Council of the City of Roseville, Minnesota, was held <br /> <br />in the City Hall in said City on Monday, June 1, 1981, at 7:30 <br /> <br />o'clock p.m. <br /> <br />The following members were present: Mayor Demos and Council- <br /> <br />men Curley, Kehr, Franke and Johnson; and the following were <br /> <br />absent: None. <br /> <br />Also present were James F. Andre, City Manager; Roger Jensen, <br /> <br />City Attorney's office; Charles Honchell, City Public Works Direc- <br /> <br />tor; and Peter S. Popovich, City Bond Consultant. <br /> <br />MAYOR DEMOS: P-81-4, Fernwood from Woodhill to County Road <br />C-2, and Judith from Fernwood to Merrill, paving, curb and gutter. <br /> <br />MR. ANDRE: We have the Certificate of Mailing and Affidavit <br />of Publication on file. <br /> <br />MR. HONCHELL: Once again, this is the result of a petition. <br />The roadway involved, as mentioned, was Fernwood from Woodhill <br />to C-2 and the small side street of Judith from Fernwood to <br />Merrill. I might mention before I go into the rest of it that <br />the reason for this small piece of Judith - it's sort of similar <br />to what we did on Griggs earlier - it's been the City's policy <br />that when frontage roads, namely those roads where most of the <br />homes have their access, have their house number and have their <br />front of the house, are petitioned for, that we automatically <br />include any side street involved to avoid the problem in the <br />future of having all the frontage streets eventually paved and <br />none of the side streets ever paved. The reason for that is <br />because it would be a real hardship to some of these small fron- <br />tage owners to ever pay the costs, all alone, for that side <br />street. Everyone uses those side streets to varying degrees to <br />get to and from their homes. <br /> <br />Fernwood is generally located in the center of the right-of- <br />way. It's approximately 25 to 30 feet wide, depending on just <br />where you stand on the street as to how wide it is. It varies <br />more than the last streets did that we discussed. It is generally <br />flat. There are no severe driveway problems. We're aware of <br />
