some problems in this location, which we think can be dealt with.
There are no particular front yard problems that we're aware of,
as far as matching it with the new proposed roadway. The existing
asphalt is in what I would term poor condition. The storm sewers
already exist on the roadway and are shown on the map. These
would be utilized in the future, with some minor adjustments to
match the exact elevation and the location of the road if it were
constructed. There are some possible base problems on the street,
but we again won't really know that for certain until the con-
struction would occur. That would be dealt with as part of the
construction project. There is only one tree, at this point,
that is anticipated to be impacted, although I'm not certain but
what it might not be right there, but at any rate, there is one
tree shown in the report. Even that might be able to be avoided.
But again, it's impossible to specifically tell until we find out
what kind of impact we have on the roots of that tree when we do
the excavation. The road is again, as were the other projects,
proposed to be a typical residential-style street. By that I
mean 32 feet wide, centered in the right-of-way, with concrete
curb and gutter of a straight up and down type', .and an asphalt
pavement, designed as a 20 year life for this type of roadway.

MR. POPOVICH: The total cost of this improvement is
$151,050.00. There are 3,488.7 assessable feet. If it were 100%
assessed it would be $43.30. At the recommendation of 25% to be
assessed it would be $10.82, subject to any consolidation with
any other improvement.

MAYOR DEMOS: Are there any written statements?

MR. ANDRE: There are none.

MAYOR DEMOS: Again, I will open this hearing to the public
and ask that each person come to the microphone, give his or her
name and address.

MR. GARY WHEATON, 2836 Fernwood: I initiated the petition
for the street improvement. One thing that I would like to
-point out to the City Council and also to the people designing the
project is that there are some major drainage problems in the area
of 2730, 2736 and, I believe, 2744'Fernwood, that we feel could
also be taken care of with this improvement. There were a couple
of gentlemen in before you in previous months that have talked
about this problem. I know the Council's position always has
been to take care of those problems. That's one point I would
like to bring out.

MAYOR DEMOS: How about 2725?

MR. GARY WHEATON: That's in the front yard, I believe.
r think that can be taken care of (inaudible). Being that I'm
the only one that spoke out in favor of this project tonight, I
would also like to point out that I'm an estimator for one of the
largest contractors in Minnesota right now, and I do confirm the
fact - as Mr. Honchell was saying - that costs are going 25% to
40% under estimates right now. Not knowing what the Council's
nnc:i+inn i~ noina t_o be in the future. I really feel that it's
