<br />MR. HONCHELL: The length of these particular blocks, which <br />normally aren't even 700 feet long - I guess the longest one <br />(inaudible) Terrace might be in that neighborhood. If you have a <br />drop of say three and a half feet in 700 feet, that's a half per- <br />cent grade, as we call it. In other words, you go down half <br />a foot for every 100 feet. That is (inaudible) in many parts of <br />the City. Certainly you do have to have some grade changes, but <br />you don't even necessarily have to have it all go in one direction. <br />It's possible to have low points or high points in a block and <br />create your own grade, if you want to call it that. No, I guess <br />I would not agree that you necessarily need seven feet of drop in <br />these types of configurations in order to get reasonable drainage. <br /> <br />MAYOR DEMOS: Anyone else on Merrill Street? I will close the hearing. <br /> <br />After discussion by the Council, Councilman Curley introduced <br />the following resolution and moved its adoption: <br /> <br />Resolution No. 7167 <br /> <br />RESOLUTION ORDERING THE CONSTRUCTION <br />OF IMPROVEMENT NO. P-8l-7 <br />UNDER AND PURSUANT TO <br />MINNESOTA STATUTES, CHAPTER 429 <br /> <br />BE IT RESOLVED by the Council of the City of Roseville, <br />Minnesota, that in accordance with the provisions of Minnesota <br />Statutes 1961, Chapter 429, as amended, the Council held a public <br />hearing on the proposed construction of Improvement No. P-8l-7 <br />consisting of the installation of bituminous paving, concrete curb <br />and gutter and necessary appurtenances on Merrill Street from <br />Woodhill Drive to County Road C-2 and on Judith Avenue from <br />Merrill Street to Dellwood Street and on Terrace Drive from Merrill <br />Street to Dellwood Street, as described in the Notice of Hearing <br />at a cost presently estimated at $178,950.00, and substantially in <br />accordance with the preliminary report as to the feasibility there- <br />of which is now on file in the office of the City Manager; and <br />having considered the views of all interested persons and being <br />fully advised in the premises, the Council does hereby determine <br />and Grder that said improvement shall be constructed and financed, <br />and special assessments shall be levied therefor, pursuant to <br />said Chapter 429, and that the area proposed to be assessed <br />therefor shall include the property as described in the Notice of <br />Hearing. The City Public Works Director is directed to prepare <br />and submit to the Council the 'final plans and specifications. <br /> <br />The motion for the adoption of the foregoing resolution was <br /> <br />duly seconded by Councilman Kehr, and upon roll call vote being <br /> <br />taken thereon, the following voted in favor thereof: Mayor Demos <br /> <br />and Councilmen Kehr, Curley and Franke; and the following voted <br /> <br />20 <br />
