<br />~7/Ci <br /> <br />Extract of Minutes of Meeting <br />of City Council <br />City of Roseville <br />Ramsey County, Minnesota <br /> <br />June 1, 1981 <br /> <br />Pursuant to due call and notice thereof, a regular meeting <br /> <br />of the City Council of the City of Roseville, Minnesota, was held <br /> <br />in the City Hall in said City on Monday, June 1, 1981, at 7:30 <br /> <br />o'clock p.m. <br /> <br />The following members were present: Mayor Demos and Council- <br /> <br />men Curley, Kehr, Franke and Johnson; and the following were <br /> <br />absent: None. <br /> <br />Also present were James F. Andre, City Manager; Roger Jensen <br /> <br />from the City Attorney's Office; Charles Honchell, City Public <br /> <br />Works Director; and Peter S. Popovich, City Bond Consultant. <br /> <br />MAYOR DEMOS: Project ST-8l-3, in the area of Prior and 35-W <br />near County Road B-2, storm sewer. <br /> <br />MR. ANDRE: We have the Certificate of Mailing and Affidavit <br />of publication for this project on file. <br /> <br />MR. HONCHELL: This particular project is also the result of <br />a petition. The proposed improvement is for the construction of <br />storm drainage facilities to serve the area bounded by Prior on <br />the east - a parallel line parallel to and north of B-2 is the <br />best way I can describe it, I guess. Those of you that have been' <br />out there, you'll notice a series of industrial developments <br />heading north of B-2. About halfway back, there is a change of <br />grade. From about halfway back along those complexes, the water <br />drains to the south. North of that line, the water drains to the <br />north toward the Holiday Inn property. The western boundary is <br />the 35-W freeway and that wraps all the way around back to Prior <br />again. The project encompasses approximately 50 acres and the <br />best way, I guess, I can describe it is that almost all of the <br />properties, through one means or another, have already made or <br />are making plans and building methods of getting their storm <br />water to the existing ditch along the frontage road - or along <br />35-W. It's actually what we call Cleveland Avenue. So there are <br />some ponds involved where the new Super 8 Motel is being developed, <br />along Victoria Station, where most of Long Cadillac and Victoria <br />Station itself drains. There is now a vacant site, which was <br />proposed originally for a restaurant - when that comes in, it will <br />also have a ponding area. There is an existing private drain <br />
