<br />going along the rear of the property south of B-2 and the proper- <br />ties to the north sheet drain to the road, where they are picked <br />up as part of the roadway drainage that was previously provided. <br />All this water comes to the ditch that's along the east side of <br />Cleveland Avenue, it then exits through a 36 inch pipe and a 24 <br />inch pipe over to the freeway drainage system. The proposal <br />would call for markedly reducing that ditch system and replacing <br />it with pipe. If you are familiar with the area, you know that <br />particularly in front of the Trailmobile property, the ditch is <br />very deep. There is minimal shoulder, no more than five or six <br />feet, and this is a two lane road with a fence along the west <br />side. There is really not even a place, in an emergency, for a <br />car to get off the road. If anyone should ever have a blowout <br />or lose temporary control, he's going to be down in that ditch. <br />The ditch is also, in my opinion, rather unsightly, full of <br />leaves, difficult to maintain, and it's sort of a receptacle <br />for everything that blows in the area. The proposal would be to <br />replace the ditch with an 18 inch - first with a 12 inch, then <br />with an 18 inch pipe - leading to the 24 and then with 36 inch <br />pipe which would empty into the 36 inch toward the freeway. This <br />would provide the ability then to markedly reduce the amount of <br />ditching, provide some safe area along that roadway, both for <br />future construction of the road so that it can be - I'll use the <br />word - a more attractive, to me at-least, roadway, somewhat akin <br />to what is further down the way, where there are some delinea- <br />tions on the side. Also, Victoria Statlon had to forego side- <br />walk construction when it went in because of the fact that their <br />improvement would have been down in the ditch. Ne~ther they nor <br />the engineering department felt that that was a very good place <br />to put the sidewalk, down in the bottom of this ditch. As this <br />area continues to develop - and eventually Trailmobile may also <br />prefer its use - there will be a need for sidewalks along that <br />road and there will be a need for having a better roadway and <br />ultimately a curb system to keep those cars up on the road, not <br />down in the ditch. So that is what is being contemplated at <br />this time. We are not contemplating roadway improvements as <br />such or sidewalk improvements, but this would at least enable <br />the City in the future, if it would so desire, to make those <br />improvements. <br /> <br />COUNCILMAN JOHNSON: Is Long Cadillac, Charlie, committed <br />to the sidewalk - going ahead with that once that improvement <br />goes in? <br /> <br />MR. HONCHELL: They are not committed to that. They were <br />buil t before that ordinance wa's even passed. <br /> <br />MR. POPOVICH: The total published cost of this improvement <br />is $145,200.00. It's really by Council initiative because the <br />total amount of petitioners was less than 35%. Charlie has <br />figured out that there are 325.02 assessable units within that <br />area and the 25% cost of the assessment being assessed would come <br />out to $111.69 per assessable unit. $446.74 if it was 100% <br />assessed. I've forgotten what constitutes a unit, Charlie, and <br />I think we'd better tell them how that area got divided into <br />that 325.02 units. <br /> <br />MR.
