Regular City Council Meeting <br /> Monday,May 09, 2011 <br /> Page 18 <br /> Plat Questions <br /> Discussion included private versus public stormwater easements for ponds at the <br /> request of the City to avoid future maintenance costs; resolution of fencing mate- <br /> rials for an eight foot (8') chain link fence with special slats to make it 100% opa- <br /> que and therefore meeting City Code. <br /> Conditional Use related to Outdoor Storage <br /> Discussion included types of gases stored and distributed, with most used for <br /> medical uses; general conditions applied and detailed in the staff report for the <br /> outdoor storage of those cylinders; and how to monitor and restrict types of gases <br /> stored in Roseville to avoid any gases such as ammonia being stored on site. <br /> Applicant Representative, Mike Cavalier, VP of Operations <br /> Mr. Cavalier reviewed the typical gases stored and distributed by their company <br /> to hospitals and other medical users; advising that, while the company occasional- <br /> ly dealt with ammonia, in general their firm attempted not to carry any toxic or <br /> corrosive gases at their facilities; but rather shipped them directly from their sup- <br /> plier to the customer to avoid that storage. Mr. Cavalier advised that their storage <br /> of such gases required additional MPCA requirements, while direct shipping from <br /> point of manufacture to point of use negated those additional requirements. <br /> Councilmember McGehee questioned if AirGas would object to an additional <br /> condition clarifying that hazardous types of gases would not be stored at the <br /> Roseville facility. <br /> While not currently having any customers using those types of gases, Mr. Cavali- <br /> er clarified that there were sometimes government agencies requesting their firm <br /> to store ammonia; however,he didn't anticipate the need to bring such requests to <br /> staff for approval each time that request was made; and sought clarification on <br /> what gases could not be stored. Mr. Cavalier advised that any quantities of cer- <br /> tain gases needed to be reported to the MPCA as well as the local Fire Depart- <br /> ment for their awareness in case of emergency or if they were required to access <br /> the site; and that that information went through a review board when such chemi- <br /> cals were on site, as well as the company's own emergency response teams, to <br /> address any customer and/or employee exposure to those gases, via a contracted <br /> agency, above and beyond any legal or legislative requirements. Mr. Cavalier <br /> noted that it was imperative that the local Fire Department be aware of the flam- <br /> mable gases on site, including oxygen cylinders. <br /> Mayor Roe questioned if AirGas could accept a condition on the CUP that for the <br /> time being, AirGas did not store any toxic or corrosive gases on site; and if so de- <br /> sired in the future, that they return for additional approval. <br />
