Regular City Council Meeting <br /> Monday,May 09,2011 <br /> Page 34 <br /> gambling within Roseville City limits; and also revising the ordinance to address <br /> references to antiquated or repealed statutes, as indicated by Ms. Pust. <br /> Mayor Roe suggested that the Task Force, consisting of Councilmembers Johnson <br /> and Pust, work with the City Attorney on ordinance revisions. <br /> City Attorney Gaughan asked that specific amendments be provided to him by e- <br /> mail. <br /> Johnson moved, Willmus seconded, extending the meeting to 10:35 p.m. <br /> Roll Call <br /> Ayes: McGehee;Johnson; Willmus; Pust; and Roe. <br /> Nays: None. <br /> e. Receive CIP Interim Update <br /> Mayor Roe advised that the Task Force review was underway and looking at ex- <br /> tending the CIP from ten (10)to twenty (20) years; with two recent actions occur- <br /> ring at the staff level at the request of the Task force: a fund balance study on var- <br /> ious funds supporting capital purchases, using CIP plans for seeing where the City <br /> was at and an annual gap, and on that basis, Mayor Roe advised that the Task <br /> Force would then return with how to address those gaps. The second staff direc- <br /> tive was to determine a timeframe to build to a solution and defer capital purchas- <br /> es as indicated; and a review of the CIP to make sure it was current and there <br /> were no items that were no longer needed based on current visions and budgets. <br /> Mayor Roe advised that the Task Force anticipated returning in June with another <br /> report; and that further study may take longer, as advisory commission review, <br /> such as a review of special assessments for public works projects, would be <br /> sought. Mayor Roe anticipated a partial recommendation coming forward in June <br /> at the earliest. <br /> Moving forward, Councilmember Johnson advised that the philosophy of the <br /> Task Force was to remove the Fire Station and Parks and Recreation Master Plan <br /> from the CIP review at this time, while setting them aside, but keeping them in <br /> view. Councilmember Johnson noted that the Parks and Recreation survey results <br /> will help determine those priorities; and this study would address all other capital <br /> needs in the CIP that are currently tangible. <br /> 14. City Manager Future Agenda Review <br /> City Manager Malinen reviewed upcoming agenda items. <br /> 15. Councilmember-Initiated Items for Future Meetings <br /> Councilmember Johnson requested that the May 16, 2011 agenda include discussion of <br /> the off-sale liquor ordinance. <br />
