Regular City Council Meeting <br /> Monday,April 25, 2011 <br /> Page 14 <br /> dition (PF07-068);" approving the vacation of a 12-foot wide public utility and <br /> drainage easement. <br /> Roll Call <br /> Ayes: Willmus; McGehee; Johnson; and Roe. <br /> Nays: None. <br /> Mayor Roe sought public comment from the audience if anyone wished to speak <br /> on this issue; with no one appearing for or against. <br /> Johnson moved, Willmus seconded, approval of First Amendment to the Sienna <br /> Green Planned Unit Development (PUD) Agreement #1382 (Attachment F); re- <br /> garding footprint and placement of the 50-unit complex and other associated site <br /> improvements as detailed. <br /> Roll Call <br /> Ayes: Willmus; McGehee; Pust; Johnson; and Roe. <br /> Nays: None. <br /> Mayor Roe and Councilmembers wished AEON well; and expressed their antici- <br /> pation of an invitation to the grand opening events. <br /> Councilmember Johnson expressed his personal support and, on behalf of the <br /> community, the good fortune of AEON locating in Roseville. <br /> Recess <br /> Mayor Roe recessed the meeting at approximately 8:14 p.m. and reconvened at approximately <br /> 8:20 p.m. <br /> c. Consider a Resolution Denying the Request by Yellow Dog Holdings, LLC <br /> for Approval of a Pawn Shop as a Conditional Use at 2057 Snelling Avenue <br /> Community Development Director Patrick Trudgeon provided a brief summary of <br /> the request by Yellow Dog Holdings, LLC for approval of a pawn shop as a <br /> CONDITIONAL USE at 2057 Snelling Avenue, recommended for DENIAL by <br /> staff and unanimously by the Planning Commission at their April meeting. The <br /> request was detailed in the RCA dated April 25, 2011; and referenced attach- <br /> ments. <br /> Mr. Trudgeon provided background of the 2008 application from the same appli- <br /> cant at a different location, approximately % mile form the current proposed site; <br /> reviewed the public and City Council concerns, and subsequent findings for <br /> DENIAL of that 2008 application; and still deemed by staff to be applicable to <br /> this request. Mr. Trudgeon referenced those findings and additional research <br /> completed on the adverse impacts of pawn shops to neighborhoods. Mr. Trudge- <br /> on noted the City `s time spent during that previous review of pawn shops; and <br /> this proposed location essentially in the same area as the original 2008 applica- <br />
