Regular City Council Meeting <br /> Monday,April 25, 2011 <br /> Page 17 <br /> Roll Call <br /> Ayes: Willmus; McGehee; Johnson; and Roe. <br /> Nays: None. <br /> Mr. Trudgeon confirmed that staff and the City Attorney were currently address- <br /> ing ordinance, as well as licensing, issues related to pawn shops; and anticipated <br /> coming to the City Council for their review and consideration in the near future. <br /> Mayor Roe asked that staff address both quantity and zoning issues. <br /> Mr. Trudgeon noted, if applications for such a land use were kept as a Conditional <br /> Use, amendment to the Zoning Code would be minor. <br /> Mayor Roe asked that staff also look at other types of uses, such as adult uses, as <br /> part of this review. <br /> Councilmember Johnson, in recognizing that staff was already working on such a <br /> revision, advised that he will not pursue this as a Councilmember-initiated item <br /> later in tonight's agenda. <br /> Councilmember McGehee noted the specific reference in the City of Blooming- <br /> ton's ordinance that addressed proportions of the next populations segments. <br /> Mayor Roe thanked staff and the public for their interest and participation in this <br /> issue. <br /> d. County Road C-2 Traffic Study Update <br /> City Engineer Debra Bloom briefly summarized the background of this request <br /> coming forward again prompted by the recently-approved Josephine Woods resi- <br /> dential development by Pulte Homes; and the City Council directing staff to de- <br /> termine the cost and work plan to complete a traffic study that would determine, <br /> once and for all,the potential impacts of connecting County Road C-2. <br /> Ms. Bloom reviewed the proposed area of the Origin/Destination (O-D) study, <br /> further detailed in the RCA dated April 25, 2011. <br /> Discussion among Councilmembers and staff included defining the various areas <br /> displayed on the proposed study map and intended information to be collected; ra- <br /> tionale for not pursuing a study of County Road C-2 to Snelling Avenue based on <br /> the current volume of 40,000 vehicles per day, since the purpose of the study was <br /> to determine more centralized impacts and get the specific information needed; <br /> and nature of and privacy of the data collected from a license plate match study <br /> during the afternoon peak hour. <br /> Public Comment <br /> Stewart Schwiff, 1233 Josephine Road <br />
