Regular City Council Meeting <br /> Monday,April 25,2011 <br /> Page 18 <br /> Mr. Schwiff expressed appreciation for this discussion; opining that the study will <br /> promote consideration of how to equitably distribute traffic in this area of Rose- <br /> ville and address impacts of the Josephine Woods development to the neighbor- <br /> hood. Mr. Schwiff opined that there was no engineering reason why County <br /> Road C-2 needed to remain closed; and referenced discussions held during the <br /> 2030 Comprehensive Plan update and his participation on the Steering Commit- <br /> tee; and compromises for developing that area as LDR, rather than MDR as first <br /> indicated. Mr. Schwiff further opined that if County Road C-2 were opened, it <br /> would provide easier access for school buses and emergency vehicles; in addition <br /> to providing another east/west route for traffic and maximize use of all existing <br /> roads wherever possible without radical changes, as supported in the Comprehen- <br /> sive Plan's Transportation section. <br /> Mr. Schwiff noted that his wife and Ms. Pam Newcome had chartered a petition, <br /> now providing for 65 names on Josephine Road and Lydia supporting the opening <br /> of County Road C-2. <br /> Pam Newcome <br /> Ms. Newcome applauded the City Council for pursuing the traffic study; and of- <br /> fering the public forum to receive and review the results found. Ms. Newcome <br /> asked that that meeting provide a background of the various issues and subsequent <br /> discussions; and that it be made available prior to the public forum. <br /> Alan Carrier, 1040 County Road C-2 <br /> Mr. Carrier noted the e-mail sent to Councilmembers voicing opinions; and <br /> opined that given the current economic situation, spending another $14,000 for a <br /> traffic study was not prudent. Mr. Carrier opined that, if County Road C-2 were <br /> opened, the traffic would channel through the residential area; and noted the steep <br /> incline near the vacated street; further opining that the grade was not conducive to <br /> making it a through street. Mr. Carrier advised that the residents of Josephine <br /> Road were fully aware of the vacated roadway when they purchased their homes; <br /> and reiterated his opinion on the unneeded expense to pursue this study. <br /> David Milleotis, 1128 County Road C-2 <br /> Mr. Milleotis noted that when the Pulte Homes proposal came forward, the Rose- <br /> ville Comprehensive Plan, and additional traffic reports and analyses were per- <br /> formed and required of Pulte Homes, all with the same result, that there was no <br /> significant increase in traffic to be realized from this development. Mr. Milleotis <br /> suggested that it would be more sensible to wait until after the Pulte Homes <br /> project was fully developed before undertaking a traffic study. Mr. Milleotis <br /> noted recent City Council exercises related to the budget for reducing spending by <br /> 10%; and now a proposal to spend $14,000 for a study before the homes were <br /> even built. Mr. Milleotis questioned how the City Council could justify the cost <br /> of the study versus potential staff reductions. <br />
