Discuss Ordinance Amending Chapter 706 Forestation Control Parks and Recreation Director Lonnie Brokke briefly summarized the RCA dated April 25, 2011; and ongoing efforts to update City Ordinance as required through accepting receipt of 2010 grant funds. Discussion included emphases on diversity of tree stock to avoid same species and potential clear-cutting of diseased trees and addressed on page 4, Section 706.07; public tree inventory nearing completion; requirements of the ordinance to follow the Master Plan; discussion of the proposed ordinance by the Tree Board (Parks and Recreation Commission), as well as the Public Works, Envi- ronment and Transportation Commission; all applicable City departments; and modeling provided from the MN Department of Agriculture and the DNR. Mr. Brokke asked that individual Councilmembers submit their com- ments/questions at their earliest convenience to proceed with enactment. Mayor Roe noted page 5, Section 706.08 (Item D-2, line 43) and the need for con- sistency in cross-referencing trimming, pruning, removal and spraying and tree permit requirements with the following page and discussion of tree permits. Mayor Roe suggested cross-referencing with the next Section E, and procedures as well. d. Continue Discussion regarding Mechanism for Regulating Accessory Dwel- ling Unit(ADU's) As previously noted this item was removed from tonight's agenda. e. Discuss City Council and Commission Agenda Packet Preparation and Dis- tribution Councilmember Willmus advised that he had spoken with City Manager Malinen regarding his concerns in getting City Council packets out to the public in amore timely fashion, and would continue to work with him. f. Discussion City Council Attendance at League of Minnesota Cities (LMC) Annual Conference Discussion ensued on whether Councilmembers planned to attend, with City Manager Malinen advising that he would be attending the meeting; and encourag- ing City Councilmembers to get engaged and involved; and advising that $1,000 was available for attendance at such meetings. After further discussion, Councilmember McGehee advised that she would plan to attend, and use a portion of the City Council's training budget.
