Regular City Council Meeting <br /> Monday,April 25,2011 <br /> Page 23 <br /> Parks and Recreation Director Lonnie Brokke summarized request as detailed in <br /> the RCA dated April 25, 2011; and resulting from a vacancy created in 2009 <br /> when a mechanic position resigned. <br /> Mayor Roe confirmed with Mr. Brokke that this applicable position description <br /> was already in existence and not a new position description needing City Council <br /> approval; but simply shifting a maintenance position to a different role, not a new <br /> position description. <br /> Johnson moved, McGehee seconded, authorizing a change from an existing 3/4 <br /> time Park Maintenance Mechanic Position in the Parks and Recreation Depart- <br /> ment to a 3/4 time Park Maintenance Position with a Horticulture emphasis to be <br /> funded through the existing 2011 Parks and Recreation Department Budget; as <br /> detailed in the RCA dated April 25, 2011. <br /> Roll Call <br /> Ayes: Willmus; McGehee; Johnson; and Roe. <br /> Nays: None. <br /> 13. Business Items—Presentations/Discussions <br /> a. Report on Staff Program Listing Prioritization Results <br /> Mayor Roe noted receipt of the staff rankings, requiring no additional discussion <br /> at this time. Mayor Roe further noted that the City Council would proceed with <br /> their rankings based on the criteria provided by Councilmember Pust, drafted <br /> from and combining ranking criteria from Mayor Roe and Councilmember Will- <br /> mus. Mayor Roe noted that the next step would be to get a form or document <br /> from which the City Council could perform their rankings; as well as a follow-up <br /> from staff on additional program descriptions and refinements. <br /> Councilmember McGehee thanked staff for presenting their information in two <br /> different formats. <br /> b. Discuss 2011 County Assessor's Property Value Changes for 2012 and Pre- <br /> liminary Tax Base Change <br /> Mayor Roe noted receipt of the report as presented. <br /> Finance Director Chris Miller briefly commented on the report in the context of <br /> how the data applied to City budget discussions, specifically referencing pages 6 <br /> and 8 of the report on overall estimated market values and aggregate market value <br /> declines; and net impacts on average single-family homeowners; and on a level <br /> commensurate with decrease/increase in the tax levy. <br />
