November 24, 2003 <br /> City of Roseville <br /> Dana Stevens, Engineering Department <br /> RE: Drainage of water from the property to my south(2220 Acorn Road) over my <br /> property at 2250 Acorn Road. (First letter regarding this sent Sept. 16, 2003, enclosed). <br /> Mr. Dana Stevens, <br /> After my conversation with you on about November 20, 2003, I am summarizing the <br /> situation for you again in a letter. <br /> Over the past two years, our neighbor to the south,Mr Jungman, has been slowly filling <br /> two natural wetland holding ponds. The proper permits were not taken out by Roseville <br /> or Rice Creek Water Shed. He proceeds to do whatever he wants until he is stopped, <br /> then he faces the consequences after the damage has been done. <br /> The problem that is happening is that no restoration has taken place to the filled areas. <br /> Erosion will take place now that a lot of trees have also been removed. The Rice Creek <br /> Water Shed will issue a permit and tells him not to do it again. Both RCWS and Mr. <br /> Jungman seen satisfied to clear the matter up but without any regard to the drainage <br /> problem we will have or the wildlife habitat that has disappeared do to this damage. <br /> This past summer, Mr. Jungman, started to cut trees and filling the smaller pond to the <br /> front up completely next to my property. At that time we contacted the RCWS and the <br /> City of Roseville (Deb Bloom) about the filling. RCWS stopped Mr Jungman.We never <br /> heard from the City of Roseville. <br /> Recently a meeting was arranged between RCWS, Mr. Jungman and my husband Gary <br /> addressing the situation of filling of the smaller pond to capacity by Mr. Jungman. <br /> My husband personally escorted Mr. Jungman along the route of the run-off, and <br /> presented photos showing the yearly flooding during heavy rains. He explained our <br /> concerns about the fast run-off and that the ponds he filled could flood the lower half of <br /> my home. My husband explained that the water almost flooded the ponds before they <br /> were filled. What is going to happen now that the one small pond is totally filled. <br /> The suggestion by Mr. Hammers of the RCWS that day of the meeting was to allow <br />
