Roseville Human Rights Commission <br />May 10, 2011 <br />Draft Minutes <br />Page 2 of 5 <br />representatives from the Parks and Recreation, Planning and Public Works, Environment and <br />Transportation Commissions are on the task force, and the Ethics and Police Civil Services <br />Commissions were asked to send a representative. <br />Commissioner Kennedy said she believed the City did outstanding outreach, noting the Parks and <br />Recreation Master Plan and the visioning process. <br />Commissioner Grefenberg said the task force would consider a pilot project in a neighborhood, <br />hosting a community meeting, limitations and reasonable expectations of a city. The community <br />meeting would be an opportunity to gather input about developing neighborhood identity, ideas to <br />increase civic engagement and ways to improve giving the public notice of events and activities. <br />Commissioner Kennedy raised questions about whether there is a problem. She said the City goes <br />beyond following rules and regulations of notifying the community. <br />Commissioner Grefenberg asked that Commissioner Kennedy reserve judgment until after <br />recommendations come out. <br />Commissioner Brisbois said the task force is looking for ways to make things more user friendly <br />and create a way for neighborhoods to have input before decisions are made. She said she believed <br />the city can do a better job in outreach. The city does not currently reach everyone. <br />Commissioner Grefenberg said the task force will draft a report to give to the Council and <br />Commissioners, work with staff to develop materials for distribution and initiate cooperation with <br />Night to Unite to get into neighborhoods. <br />Commissioner Grefenberg stated the first Civic Engagement Task Force meeting is Tuesday, May <br />17 at 6:30 p.m. at City Hall. <br />Commissioner Grefenberg reviewed the Program Planning Committee recommendations: <br />All persons who applied be appointed <br />Commission, Citizens League and LWV appointees do not need to fill out an application <br />Hire an assistant to provide clerical support at a cost to not exceed $300 <br />Expend up to $300 of Commission funds, including not more than half for food and <br />beverages <br />Administration Department provide publicity including posting information on the City's <br />website <br />Hold at least one community meeting to discuss issues with the public <br />Commissioner Grefenberg moved and Commissioner Brisbois seconded approval of the <br />recommendations. <br />
