Whenever practical, this notice should be made at least <br />thirty (30) days prior to the meetings. <br />The Board of Commissioners, during this meeting shall: <br />1) Elect from among its members its Officers. Election shall be by majority <br />vote; <br />Section E. Miscellaneous explanations for meetings: <br />1) Quorum for the Board of five (5) Commissioners shall be three (3). No <br />action shall be taken or motion approved with out a majority voting in favor. <br />2) Posting of the notice of meetings other than the regular monthly meeting <br />shall be posted on the GLWMO Web -site at least seventy two (72) hours <br />before said meeting. <br />There shall be no proxy voting by Commissioners. All votes by <br />Commissioners shall be in person. <br />4) All open and public meetings shall comply with the statutes and rules <br />requiring open and public meetings. <br />5) The conduct of all meetings of the Board shall be governed by a "Simplified <br />Version of Robert's Rules of Parliamentary Law". <br />ARTICLE V: COMMITTEES <br />Section A. The Board may appoint committees and sub- committees for the purpose of <br />assisting the Board in the performance of its duties. <br />ARTICLE VI: FINANCIAL MATTERS <br />Section A. The Fiscal year of the GLWMO shall be from January 1 to December 31. <br />Section B. Goods and services purchased for use by the GLWMO shall have the approval of <br />the Board. The GLWMO may not enter into any contractual arrangement without <br />first obtaining approval by the Board. <br />Section C. Approval of payment of every invoice, bill or any other form of indebtedness <br />incurred by the GLWMO must have approval of the Board unless otherwise <br />approved by the Board and documented in the board meeting Minutes. Motions <br />must accompany Accounts Payable and Claims for payment/processing. <br />Section D. Contracts for professional services shall be for one (1) year, but may, by a motion of <br />-4- <br />
