<br />EXTRACT OF MINUTES OF REGULAR MEETING OF THE CITY COlmCIL <br /> <br />OF ROSEVILLE, MINNESOTA, HELD NOVEMBER 9, 1981 <br /> <br />* * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * <br /> <br />Pursuant to due call and notice thereof, a regular meeting of the <br />City Council of the City of Roseville, Minnesota, was duly called and held <br />at the City Hall in said City on the 9th day of November, 1981, at 7:30 p.m. <br /> <br />The following members were present: Curley, Franke, Kehr, and Demos. <br /> <br />The following member was absent: Johnson. <br /> <br />Member Kehr introduced the following resolution and moved its <br /> <br />adoption: <br /> <br />RESOLUTION NO. 7267 <br /> <br />WHEREAS, the Ramsey County Board of County Commissioners are con- <br />sidering a proposal to seek special legislation permitting a hotel/motel tax <br />on all such facilities within Ramsey County, and <br /> <br />WHEREAS, it is the expressed intent of the enabling legislation to <br />enact a 6% sales tax with 2% of said proceeds to be retained by the County, <br />2% to the suburban cities, and 2% to the suburban Chamber of Commerce or to <br />a tourist bureau, if one so exists, and <br /> <br />WHEREAS, it is the expressed intent to disburse its 2% share of <br />tax proceeds for the operation and maintenance of arts and science facilities <br />within the City of St. Paul, and <br /> <br />WHEREAS, the City of Roseville believes such a tax would create <br />an unfair business competition with hotels/motels located in other metropolitan <br />counti es, and <br /> <br />WHEREAS, the City of Roseville believes the legislature should either <br />maintain a relatively uniform taxing authority system or allow each and every <br />city to enact its own revenue systems, and <br /> <br />WHEREAS, the City of Roseville would not agree to legislation which <br />provided for an unrestricted County hotel/motel taxing authority and total <br />discretion in the disbursement of said revenues, and <br /> <br />WHEREAS, the City of Roseville has not been provided documentation <br />which demonstrates the degree of Ramsey County suburban usage of the arts and <br />science facilities in the City of St. Paul. <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Roseville City Council is <br />adamantly opposed to a Ramsey County hotel/motel taxing authority and requests <br />the County Board to reject said proposal, and <br /> <br />BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded <br />to the Ramsey County Board, members of the Ramsey County League of Cities, <br />and members of the Ramsey County legislative delegation. <br />
