Flake a detemoduaflon if the Human Rights Commission would be a more educated and effeclive <br />C o mm ission if we started to receive all Hinman Rights Complaints filed by citizens in Roseville. <br />City Council would have to adopt an ordinance giving the Human Ri ghts Commission authority to <br />investigate and mediate Hann Rights Complaints in a mann similar to this; <br />Proposed process would be to: First( evaluate each complaint ini tially by online intake form that <br />would ask a series of questions so that the Comrnassioner could determine if alleged offense is within <br />our junsdiction If the answer is yes (2)then it would proceed to the next stop and that would b e <br />draffing a charging document and then investigate the complaint to determine if there is probable cause, <br />no probable cause which would result in a dismissal, however if there is probable cause(3 then it <br />would be referred to coibmittee for mediation, if the parities agree to a mutual resolution then that <br />would be the final resolution anal close the case. if no agreement could be reached or parties decline <br />mediation then(4) the case would be forwarded to the Minnesota State Department of Human Rights <br />for f n her review and final disposition with a report sent to the H i11"Ytiai'1 lights Commission, <br />The Chair is woffing with the Mate Department of Human lights to review this matter an obtain the <br />necessary information needed on a Mate level to move ford* <br />The Chair has Identified two Commissions that are currcatly providing a review of complaints and <br />mediation, those cities are Winona and Bloomington. The Chair will consult with both Cities and <br />provide a report on 1) How its w orking for the Commissions What funding sources they use The <br />type of gaining they are involved in 4) Pros and cons with a city handling their own complaints <br />Waiting a response from the o�ssioner of Hurnan Rights for Minnesota on a available meeting <br />date, the may be a short delay due to a new Administration taking office in January and a new <br />C ommissioner being appointed. The Minnesota State Law was changed to allow for the State to refer <br />cms to local Commissions provided there is a City ordinance that authorizes it. <br />There aye two City Horan Rights Commissions that are currently mediating com <br />Special gaining would be rewired of all Commissioners to attend and be certified as a third ply <br />neutral. <br />FI AN I EWrA T: <br />There will be a undet=ined at this time fmmcial impact for training, additional materials <br />Note: Bremer grants do cover this additional project (civic engagement) grant would have to be written <br />to reflect our procedures. <br />Approve and implement the district designations to be divided into seven areas to reflect the number of <br />sitting Commissioner's.
