SPECIAL REPRESENTATIVE'S TO THE HRC: <br /> One year terms nominated by Commissioner's(submit to the chair prior to appointment) <br /> Confirmed by full Commission. <br /> To strengthen community involvement and to establish a working relationship to develop and maintain <br /> on going communications,nominating a person to be a Special Representative in the areas of: <br /> Schools Churches Business Police ERA GLBT Immigration <br /> Reps will be seated at the table at regular IIRC monthly in a advisory role to the Human Rights <br /> Commission as well as providing monthly reports,information,requests,presentations. <br /> This will assist the Commission with agenda, directly engaging residents that work or live in Roseville, <br /> assist the Commission in being well informed with issues in the areas listed above. <br /> FINANCIAL IMPACT: <br /> None <br /> ADDITIONAL FUNDING: <br /> The Chair is working with the Minnesota Council of Non-Profits to identify additional available grants <br /> to fund Commission projects.I have requested a list and will provide to Commissioner's upon receipt. <br /> CHARITABLE GAMBLING: <br /> Charitable gambling is a resource that some non-profits use a resource that will provide ongoing <br /> financial support for organizations goals and objectives. City Commissions are not considered non- <br /> Profits,they are considered taxing entities and are not eligible to apply for a charitable gambling <br /> license.(This determination was made by the Minnesota Gambling Board). <br /> Partnership would have to be established with a active non-Profit organization that has a Board of <br /> Director's of 15 or more. Once a relationship was established and an agreement was made on allocation <br /> of funds to the Commission,than we would provide locations that will be willing to allow charitable <br /> gambling at that location. <br /> Motion:To support the Chair's 2011 strategic plan as presented with the understanding that each <br /> initiative would be considered and approved individually before final adoption. <br />
