SPECIAL REPRESENTATIVE'S TO THE HRC: One year terms nominated by Commissioner's(submit to the chair prior to appointment) Confirmed by full Commission. To strengthen community involvement and to establish a working relationship to develop and maintain on going communications,nominating a person to be a Special Representative in the areas of: Schools Churches Business Police ERA GLBT Immigration Reps will be seated at the table at regular IIRC monthly in a advisory role to the Human Rights Commission as well as providing monthly reports,information,requests,presentations. This will assist the Commission with agenda, directly engaging residents that work or live in Roseville, assist the Commission in being well informed with issues in the areas listed above. FINANCIAL IMPACT: None ADDITIONAL FUNDING: The Chair is working with the Minnesota Council of Non-Profits to identify additional available grants to fund Commission projects.I have requested a list and will provide to Commissioner's upon receipt. CHARITABLE GAMBLING: Charitable gambling is a resource that some non-profits use a resource that will provide ongoing financial support for organizations goals and objectives. City Commissions are not considered non- Profits,they are considered taxing entities and are not eligible to apply for a charitable gambling license.(This determination was made by the Minnesota Gambling Board). Partnership would have to be established with a active non-Profit organization that has a Board of Director's of 15 or more. Once a relationship was established and an agreement was made on allocation of funds to the Commission,than we would provide locations that will be willing to allow charitable gambling at that location. Motion:To support the Chair's 2011 strategic plan as presented with the understanding that each initiative would be considered and approved individually before final adoption.
