Roseville Human Rights Commission <br /> June 14, 2011 <br /> Draft Minutes <br /> Page 3 of 7 <br /> 93 <br /> 94 Commissioner Grefenberg expressed concern about open meetings laws. <br /> 95 <br /> 96 Carolyn Curti clarified that the subcommittee was charged with making decisions, noting that this <br /> 97 was not a Roseville event, rather Roseville was hosting a regional forum for MDHR,with Roseville <br /> 98 taking the lead to organize. <br /> 99 <br /> 100 Curti said the Commission could, under Roberts Rules of Order, call an emergency meeting, if <br /> 101 needed. <br /> 102 <br /> 103 City Manager Malinen asked whether the motion, as written, would give the chair authority to <br /> 104 override a committee decision. Chair Singleton said it would not. <br /> 105 <br /> 106 Chair Singleton and Commissioner McKenzie continued discussion about televising the forum. <br /> 107 <br /> 108 Commissioner Grefenberg asked for a Point of Order, saying the discussion was not addressing the <br /> 109 motion. After some discussion he moved and Commissioner Brisbois seconded changing the <br /> 110 language of that motion by striking"or accomplish the goals of the committee,"deleting the word <br /> 111 "other" and deleting ".in the best interest of said plan or goal" and inserting "implementing the <br /> 112 approved strategic plan." <br /> 113 <br /> 114 Motion prevailed 4/1 with McKenzie voting against it. <br /> 115 <br /> 116 Chair Singleton referred to the first motion. <br /> 117 <br /> 118 Motion of the committee:Meeting packets to include,but not limited to; agenda, minutes, reports, <br /> 119 to be posted on the city website immediately upon distribution to Commission members. Motion <br /> 120 prevailed 4/1 with Commissioner McKenzie voting against it. <br /> 121 <br /> 122 Motion of the committee: To electronically transmit draft minutes of each meeting to <br /> 123 Commissioners within seven days after the regular meeting. Motion prevailed 4/1 with <br /> 124 Commissioner McKenzie voting against it. <br /> 125 <br /> 126 Motion of the committee: Final meeting packet must be available no sooner than five days prior to <br /> 127 regular commission meeting electronically. Motion prevailed 4/1 with Commissioner McKenzie <br /> 128 voting against it. <br /> 129 <br /> 130 Motion of the committee: Commission agenda shall be prepared and approved by the Chair in <br /> 131 consultation with Commission members, and submitted to city staff for public dissemination. <br /> 132 <br /> 133 Commissioner McKenzie asked why this was needed, since this is current practice. <br /> 134 <br /> 135 Commissioner Grefenberg said this was not a criticism of current practices, rather it was setting <br /> 136 procedures. City Manager Malinen asked how Commissioners currently put items on the agenda. <br />
