Roseville Human Rights Commission <br /> June 14, 2011 <br /> Draft Minutes <br /> Page 4 of 7 <br /> 137 Commissioner Grefenberg said there is a Future Agenda topic on the agenda in which <br /> 138 commissioners could suggest topics. <br /> 139 <br /> 140 Chair Singleton asked how the Council sets their agenda, and City Manager Malinen explained that <br /> 141 Councilmembers suggest topics at their meetings or contact him if they have items. He makes the <br /> 142 decision about putting on the agenda based on timing of the request or depending on when <br /> 143 information is available about a topic. <br /> 144 <br /> 145 Commissioner Brisbois said this motion is helpful for new commissioners to know how things are <br /> 146 done. She had not received an orientation so did not know to do things. Commissioner McKenzie <br /> 147 asked why commissioners did not have the training session that they agreed to. <br /> 148 <br /> 149 Commissioner Grefenberg suggested amending the motion by adding the sentence "Individual <br /> 150 commissioners have the right and responsibility to raise agenda items for future commission <br /> 151 meetings." <br /> 152 <br /> 153 He further recommended adding the next motion"Commission agenda will be distributed to HRC <br /> 154 commissioners and published in the exact format presented to staff,"to be part of the same motion. <br /> 155 Motion prevailed 4/1 with Commissioner McKenzie voting against it. <br /> 156 <br /> 157 Motion of the committee: Commission minutes shall specifically list commissioners present and <br /> 158 commissioners absent at the meeting. Youth Commissioners' attendance shall be listed separately <br /> 159 from commission members and the minutes shall reflect youth-commissioners present and youth <br /> 160 commissioners absent. <br /> 161 <br /> 162 Commissioner McKenzie asked why Youth Commissioners should be separated; otherwise,this <br /> 163 implies a difference while all should be treated equally. <br /> 164 <br /> 165 Commissioner Grefenberg said that Youth Commissioners cannot vote, but he felt it was more <br /> 166 important to list whether present or absent. <br /> 167 <br /> 168 Chair Singleton asked the Youth Commissioners whether they felt listing their names separately <br /> 169 made them feel separate. All three Youth Commissioners indicated they did not feel excluded. <br /> 170 Motion prevailed 4/1 with Commissioner McKenzie voting against it. <br /> 171 <br /> 172 Motion of the committee: The following items are for clarification and to develop a common <br /> 173 terminology. The Commission should adopt the following terms for use in the minutes and agendas. <br /> 174 <br /> 175 1. The Human Rights Commission has no subcommittees, only committees. The agenda and <br /> 176 minutes should so reflect. <br /> 177 2. The name of the Internal Affairs Committee shall be changed to Executive and Operations <br /> 178 Committee. <br /> 179 3. The Program Planners Committee is a misnomer; it is the Program Planning Committee. <br /> 180 <br />
