Roseville Human Rights Commission <br /> June 14, 2011 <br /> Draft Minutes <br /> Page 5 of 7 <br /> 181 Commissioner McKenzie asked for more information about the Internal Affairs Committee <br /> 182 including why changing the name and how long the committee will be in place. <br /> 183 <br /> 184 Chair Singleton said the new name reflects their purpose while Internal Affairs implies investigating <br /> 185 themselves. The Executive and Operations Committee will review bylaws and operating rules and <br /> 186 procedures. He recommends that it be a standing committee. <br /> 187 <br /> 188 Commissioner Grefenberg distributed three additional motions, but said the committee would <br /> 189 address them at a future meeting. He suggested changing the name to Operations Committee and <br /> 190 recommended they consider ideas at a future meeting. <br /> 191 <br /> 192 Motion of the committee: The Visions of Success Committee and Data Geeks Committee shall be <br /> 193 eliminated. <br /> 194 <br /> 195 Commissioner McKenzie asked why the committee was recommending eliminating two <br /> 196 committees, and had they consider what the two committees had done. <br /> 197 <br /> 198 Chair Singleton said it was because they created the committees at the training with Richard <br /> 199 Fursman and the names did not reflect their purpose. <br /> 200 <br /> 201 City Manager Malinen suggested rather than eliminating they be renamed. <br /> 202 <br /> 203 Chair Singleton said the Visions of Success Committee was charged with adopting a formal agenda <br /> 204 format, establish standing rules, develop opportunities for community to interact, establish a <br /> 205 transition for chair and vice-chair and develop an orientation process. He said he thought these were <br /> 206 operations committee tasks. <br /> 207 <br /> 208 The Commission agreed to revisit the motion to rename the committees. <br /> 209 <br /> 210 Motion of the committee: All committees are open to the participation of.any Human Rights <br /> 211 Commissioner. Attendance at the Human Rights Commission Meetings is mandatory. In the event a <br /> 212 Commissioner has two consecutive or three unexcused absences from the Human Rights <br /> 213 Commission meetings in one calendar year,the Human Rights Commission will submit to the <br /> 214 Roseville City Council a recommendation to formally address the attendance issue with the <br /> 215 Commissioner. An excused absence shall be defined as illness, family emergency, or other reason <br /> 216 deemed acceptable to the chair of the Commission. <br /> 217 <br /> 218 Commissioner McKenzie reminded others that at times the work of a commission does not take <br /> 219 place at meetings, and if a commissioner follows through but does not make every meeting they are <br /> 220 still contributing. Motion prevailed unanimously. <br /> 221 <br /> 222 Motion of the committee (as changed in the motion earlier in the meeting): In order to promote the <br /> 223 strategic plan of the Commission,the Chairperson or designee o.f the Chairperson shall have the <br /> 224 authority to make decisions implementing the approved strategic plan if a meeting of the full <br /> 225 Commission is not possible. <br />
