July_ 12, 2011 Item 3a Program Planners Committee Program Planning Roseville Human Rights Committee Report �� Commission V Meeting Report prepared on , of July 6, 2011 �' - " July 12, 2011 Civic Engagement Project Update: The Civic Engagement Task Force has met twice since our last Commission meeting. A copy of the most recent Task Force meeting notes is attached. At this meeting the Task Force decided to change its name to the Neighborhood and Community Engagement Task Force to emphasize the neighborhood and community context of its work. Currently much of the Task Force's work is being accomplished through its Working Groups, primarily the Neighborhood Identification and Engagement Survival Guide (NIESG), and the Assessment of Civic Engagement Practices (ACEP). During Rosefest, with the cooperation of the Roseville Parks and Recreation Department, the Neighborhood Working Group has initiated series of interviews with Roseville residents at these park events. The intent of these interviews is to provide the Task Force with a sense of what form of city communications are most effective with residents as well as a sense of existing neighborhoods in Roseville. The interview questions were designed by our consultant Anne Carroll; a copy the interview form is also attached. The Task Force has established a collaborative web site for the various Work Groups and its members to post agendas, meeting materials, and updates of their current research. That web site can be accessed at rnceff.pbworks.com. The Committee has not yet heard from Administration on the May 10th Commission request that the city provide ongoing coverage and information on the task force in its various publications and news outlets, and,,, provide a web page from the Human Rights Commission's web page...as it has for similar city projects.... Committee Recommendation on Civic Engagement Project: All three of your Program Planning Committee members have participated in the Task Force's work, meeting with Consultant Anne Carroll and each of the Working Groups. At its last meeting the Committee decided that its work had grown that it would be more effective if the Task Force was headed by two co-chairs, Commissioners Grefenberg and Thao, rather than the one chair appointed by the Commission. The Committee therefore makes that recommendation unanimously. 1
