<br />subject property primarily in discussion tonight - the home at <br />556 County Road C - who also owns a large, four and half acre <br />parcel where the home is situated, plus an eight-tenths of an <br />acre parcel immediately to the west. <br /> <br />In this particular case, the City sanitarian has viewed <br />the site and is of the opinion that the existing septic field <br />must be changed and must be connected to the sanitary sewer. <br />I'm relaying what he has told to me in his report. The home, <br />unfortunately, as in the case of most of these we're talking <br />about tonight, has a problem. In this case, the problem is <br />that County Road C is sitting five to six feet, at least, <br />higher than the home. The elevation of the bottom of the home <br />is 917 - that's the floor of the basement. Unfortunately, the <br />sanitary sewer that is closest - at the corner of Mackubin and <br />C - has an elevation of 920. It's three feet higher than the <br />basement. The other near location has an elevation of 908, <br />which is low enough, and then we have another manhole slightly <br />further down on Dale of 898. We can see there are some rather <br />drastic elevation changes. Here we are at roughly 900 and <br />here it is at 920 - 20 feet different. That is indeed the way <br />" the land runs in this direction. It's much higher to the <br />north than it is to the south. Immediately off the road <br />there is a major change in the elevation. It's several feet <br />lower just after you go off the road right-of-way. <br /> <br />Trying to find effective ways to provide sanitary sewer <br />to this property led us to many alternatives. To be quite <br />candid, if we simply had our choice in engineering, what we <br />would do would be to come out of another manhole which is <br />even lower than this one, build a sanitary sewer across both <br />of these parcels to somewhere in this location, and then bring <br />the sanitary up. That 'would allow for the ultimate development <br />of this land. Unfortunately, since this particular land owner <br />has no idea at this point as to how he wants to develop his <br />land or even in what manner, "not to mention where, he is <br />adamantly opposed to that. We would end up in a rather severe <br />condemnation action I'm afraid. Further, even the owner of <br />this property at this point does not have firm plans as to <br />how they wish to use the land either. Just to make this an <br />even more impressive decision you're going to have to make - <br />this land is listed in our plan as being desirable to be <br />acquired for park purposes.
