MAYOR DEMOS: I don't think that you're going to see the
City buying that for a park, to be real frank with you. Money
is tight these days, it's not growing on trees, and there's
not going to be any money from the federal or state governments.

MRS. ADAMS: I talked to Mr. Honchell (inaudible). I have
five sons that want to build there. That's what we want to use
the land for.

MR. ANDRE: I think what he was talking about - when we
were trying to discuss how you might develop this land - was
that there was land there that was low or under water. We
were talking in terms of dedication of that property that was
low and under water.

MRS. ADAMS: What should I do?

MAYOR DEMOS: You wouldn't have to. The only reason you
would like to is if you wanted to be relieved of paying taxes -
that would be the only difference.

MRS. ADAMS: If I want to build on that land, would you
.stop us (inaudible).

MR. HONCHELL: Perhaps I can explain part of that. You
indicated that you have several sons - four or five. At any
rate, you wanted to be able to have each of them build a home.
Unfortunately, you only have two parcels of record. You have
the eight-tenths parcel here where it says elevation 902 and
you have what we think is four and a half acres besides that.
That's only two parcels of record. By law, I can only give you
two building permits - one on the big parcel and one on the
little one. If you go more than that, you'd have to go through
a platting process. That is where you have to divide it up
into four lots or five lots and that's where we get involved
in things like street dedica~ion or park dedication.

MRS. ADAMS:
audible) .

Why should I have to give you part (in-

MR. HONCHELL: You don't have to. I'm just saying that
the law only allows two building permits on two lots.

COUNCILMAN JOHNSON: You would presumably build on the
high ground and you would probably, rather than pay taxes on
the low ground, give that to the City.

MRS.. ADAMS: I don't want to give it.

MAYOR DEMOS: Keep it. The more property we have, the
more we have to take care of.

MRS. ADAMS: I think it's sort of blackmail - we can't
get a building permit unless we give up something.

9
