MAYOR DEMOS: All he said is that as it stands now he can
only issue two permits. You would have to go into platting
into lots to get four or five or whatever you would want.

MRS. ADAMS: Would you give us permission to do it if we
don't give you the low land?

MAYOR DEMOS: Right. But you have to have it platted
before you could get those permits. That's what he was trying
to tell you.

MRS. ADAMS: I would like to speak to my lawyer before
(inaudible) .

COUNCILMAN FRANKE: This was set for hearing on the 23rd
of November.

MRS. ADAMS: He told me to go to the hearing and let him
know what happened.

COUNCILMAN FRANKE: You've had a long time.

MAYOR DEMOS: I think this is a matter - there's a health
situation here. I feel it's wrong to allow the sewage to go
into the wetlands.

MRS. ADAMS: I do too. We wanted that to be done a long
time ago. (Inaudible) put the sewer where it should be.

MAYOR DEMOS: We can't say that because the terrain of
the land drops off very fast.

COUNCILMAN JOHNSON: Charlie, if we took action tonight
and ordered Alternative I, for example, and went ahead with
that and then, if for some reason before. you started construc-
tion we were able to get together with Mr. Reiling and work
out an alternative for developing the whole property - I
presume we could rescind previous action and start over again,
CQuld we not?

MR. HONCHELL: The City has the right to stop a project
at any time up until - even after we've awarded a contract
(inaudible). A project can be stopped at any time. We have
the power to stop it. It's a matter of deciding how many
dollars we want to spend along the way.

COUNCILMAN JOHNSON: It seems to me that that would be
a better. answer for us. If we took action tonight, you could
still talk to your lawyer and if you can get together with Mr.
Reiling and work out some alternatives - fine. In that case
we could stop the project at any time before construction
starts. Since there is open sewage in the ground, I don't
feel that we should postpone any action tonight.

10
