Extract of Minutes of Meeting of City Council City of Roseville Ramsey County, Minnesota February 8, 1982 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Roseville, Minnesota, was held in the City Hall in said City on Monday, February 8, 1982, at 7:30 o'clock p.m. The following members were present: Mayor Demos and Councilmen Curley, Kehr, Franke and Johnson; and the following were absent: None. Also present were James F. Andre, City Manager; Roger Jensen of Peterson, Bell & Converse, City Attorneys; Charles v. Honchell, City Public Works Director; and Peter S. Popovich of Peterson, Popovich, Knutson & Flynn, City Bond Consultants. MAYOR DEMOS: This hearing is for Improvement No. SS-W- 81-21, sanitary sewer service and water service for 450 and 472 South Owasso Boulevard. MR. ANDRE: We have the Certificate of Mailing and Affi- davit of Publication for this project on file. MR. HONCHELL: By this time no one is surprised - we have a parcel that is not connected to the sanitary sewer. In fact we have two. Once again there's a story behind the story. None of these are easy or they wouldn't have lasted 20 years before they were connected. In this particular case, there are two parcels, each of which set on what I'll call the south side of the railroad tracks. South Owasso Boulevard is directly beside the railroad tracks and then there's a sanitary sewer line toward the northwest and a water line toward the north- west. I got that partly wrong - the street is in this location, with the-sewer and water between the street and the railroad. The homes sit much higher than the road and much higher than the railroad tracks - again, by many feet. I could look at my report, but there are at least 15 feet of fall from there to the home. At least. The proposal carne to the City through the ongoing process of contacting the property owners to some degree. The property owners in the past have come to the City
