They absolutely laughed so this is the only route we have to go
- deal with Mr. Honchell, get a public improvement. We want
the sewer and we want the water, but as the Mayor said - money
doesn't grow on trees. Unfortunately, I don't have $21,000 or
$10,000 to put in a sewer. That doesn't even bring the sewer
to my house - it just brings it to the property line. It's
going to cost me another $3,000 or $4,000 just to get the sewer
to my house and hook it up. I'm wondering - if you bring a
fire hydrant - would there be a fire hydrant there?

MR. HONCHELL: It's not proposed as part of this project.

MR. HAVEL: What size water line would you bring in there?

MR. HONCHELL: A six inch line. Eight inch sanitary
sewer.

MR. HAVEL:
and John's house
developed, would
that line then?

There is property that is between my house
that is undeveloped. If that was to be
that be feasible that they would hook into

MR. HONCHELL: Which parcel? Are you talking about the
rear?

MR. HAVEL: To the rear. Between our houses there is
property that neither of us own. It was owned by Martin at
one time.

MR. HONCHELL: It's conceivable that they would somehow
extend that. If our drawings are correct, they would have to
get easements from you to go across your property to extend
that. I suppose that could be how you could get part of your
money back - by granting them an easement to get at "your
sewer".

MAYOR DEMOS: I guess one thing I don't understand,
along this line, you said you were bringing in not a service
but a main.

MR. HONCHELL: That's correct. That's so they could
both use it. Let's say we bring a one inch water service -
there's no ability for both owners to use that same one inch
water service.

MAYOR DEMOS: They have to pick up the total cost of
the main. We don't pick up any part of that?

MR. HONCHELL: No, we don't pick up any part of that.
In a sense, it wouldn't matter whether we were bringing in a
one inch service, six inch service or anything else. This
six inch service has a fifteen inch casing all around it
that the railroad insists be built. That's part of the reason
for the high cost. The railroad won't let anything cross

3
