what inflation was. We saw some running ahead of it. Last
year we had a good bid climate and we were 25% under our
estimates. I can't tell you specifically how it's going to
come out. It depends on how the contractors are bidding.
Routinely we're close. The last two years some of them were
under and some were over.

MAYOR DEMOS: Let me say this - if bids carne in in excess
of 25% over what we're estimating, we can't award it at that
point. We'd have to hold another hearing.

MR. HAVEL: Speaking for myself, the condition my water
is in and the septic tank - I want the sewer and water. But
I'm also looking for some help.

MR. JOHN FITZGERALD, 450 South Owasso Boulevard: That
angled piece of property that the sewer line is coming up to -
that doesn't belong to us, right?

MR. HONCHELL: That's right. It doesn't belong to either
of you.

MR. FITZGERALD: You'll bring the water to our property
line?

MR. HONCHELL:
manhole and out of
your property line.
property.

Yes. We'll extend it slightly out of the
the end of the facility so that it reaches
We won't ask you to trespass on anybody's

MR. FITZGERALD: Do we own that sewer or the manhole?

MR. HONCHELL: You don't own it. It's a public utility.
Since the public is putting it in, it's a public improvement.
I'm not sure what you're thinking. In most cases that's
good because it also means that the public is responsible for
maintaining it, including underneath the railroad. If some-
thing should ever crush and it's yours, it's easy to see what
kind of costs would be involved in trying to repair it.

MR. FITZGERALD: I have no further questions.

MR. RUDY HAVEL: If the sewer is put in, then we'd have
another two years after that to hook up to it. Is that the
same thing?

MR. HONCHELL: You don't have to hook to the water if
you don't want to.

MR. HAVEL: But the sewer you would have to?

MR. HONCHELL: That's right.

COUNCILMAN CURLEY: Would you want an extension of the
period of time to pay for this? Would it help if it was 20
years?

6
