<br />COUNCILMAN KERR: That's why I wanted that knoll cut out of <br />there and moved up towards Victoria, since you're going to <br />excavate there anyway for that holding pond. Then you might <br />just as well cut that knoll out and move it up. <br /> <br />MR. HONCHELL: Moving this little knob out toward the <br />Victoria side is not a major cost. <br /> <br />~~~OR DEMOS: At this time Mr. Popovich - now this will be <br />the storm sewer and storm drainage program only. <br /> <br />MR. POPOVICH: Mayor and Members of the Council, this is <br />the storm sewer portion - ST-80-30 - which is the key as to the <br />way the other ones go. The total published cost of this <br />improvement is $494,419.65. Of that, it's estimated that the <br />County would pay 9.8% - roughly 10% - some $48,453.13. The <br />balance of $445,966.52 would be picked up as part of this <br />improvement cost. In remembering that figure, you should <br />remember that there are $13,115.00 in that figure for that <br />partial paving restoration on Aglen which, if the other im- <br />provement goes through, then that amount can be subtracted <br />here. If the other one doesn't go through and this goes <br />through, then you have to do something with that half of the <br />street you dig up. <br /> <br />c <br /> <br />It's also to be noted that there's $90,100.00, which <br />Charlie mentioned, if the W-P-80-31 project is not ordered - <br />that's the other project on Brooks and Transit - then we have <br />to add $90,100.00 to this project to restore those streets. <br /> <br />Assuming then that we have this $445,966.52 - there are <br />170 buildable lots or units in the area. Of those - in addi- <br />tion to those there are six tax exempt lots that have R-l and <br />R-2 classifications, and there are 83.9 units in acreage of <br />tax exempt. That's the City property. The total then comes <br />out to 259.9 lots or units. You divide that amount into the <br />$445,966.52 - the cost per unit would be $1,715.92. Since it <br />is not proposed to have 100% assessed -only 25% - 25% of that <br />figure would be $428.98 that each lot would pay, including the <br />City property. The balance would then be picked up by other <br />City funds. In view of those amounts, we would recommend that <br />the assessment run not longer than ten years and the principal <br />then would be $42.00 per year, together with int€rest at the <br />allowable maximum rate, depending on what our bonds are sold <br />at, and the right of prepayment as is always the case, or the <br />right to let it go on with their taxes, collectible after we <br />have the assessment hearing. <br /> <br />MAYOR DEMOS: I will open this hearing to the public. <br />Again, this is for the storm drainage project only.
