envision this being built. I guess I would have to say that any
~ody of water - a certain amount of care is necessary - just as
Bennett Lake, which is directly adjacent to it. Bennett Lake is
about six to eight feet deep in places. Certainly water is a
hazard. I think as long as the slopes are maintained properly
and reasonable care is put in so that people aren't suddenly
trapped in a tenable position, it's not a ha~ard.

MAYOR DEMOS: Regarding the statement on the years - we
have been extending the pay back time for the amount of the
period of time for which the bonds have been sold. I'm not
going to predict today how long we'll sell the bonds for, but
we haven't extended anything over 15 years at this point. It
used to be we'd put them out for 20 years. But we have been
extending them for 15 years. I'm not going to guarantee - but
it will probably be in the vicinity of ten to 15 years.

(

MR. CARL ANDERSON, 917 Transit Avenue: I'm Lot 7 there.
I've always had problems with flooding and I'm in substantial
agreement with what they propose - the ponding area, whatever
can be done to fill in the back yards, raise the levels to
protect it from further flooding. It looks to me like it
should do the job. Hopefully'it will maybe be a 100 year flood,
like Mr. Honchell said. I guess generally the whole project -
I'm in favor of it. I guess it would be a little bit to the
advantage of the City and the whole community if they could
better maintain those streets at a lower cost rather than
patching them -better maintenance, snow plowing - it isn't only
the people who live on the street, but the whole neighborhood
that uses those streets for access. I feel the whole community
would benefit. I guess I have one question about - maybe Mr.
Honchell could answer it - on Chatsworth Street, Oxford,
Churchill or Transit - if they were upgraded, paved, curb and
gutter, at a future date - would there be any additional storm
sewer assessments at that time?

MR. HONCHELL: It has not been the policy of the City to
assess twice for normal storm sewer facilities. If one, two
or three years in the future those streets were upgraded -
there would be no special assessment. I say that based on the
present policy. There's no way I can tell you what's going to
happen 40 years from now or something. By present policy, they
only assess once for storm drainage.

MAYOR DEMOS: That present policy has existed for many,
, many years. Is there anyone else on the storm drainage project?

MR. JOHN KOPAS, 2459 Aglen Street: I would support your
complete project and also, while I'm up here, I would support
the improvements on Aglen street. I've lived at that ~ddress
for almost 25 years and have probably worn out several cars
on Brooks. I'm in favor of it.

MR. DONALD DEUSTERMAN, 2366 Nancy Place: Most of the
water that runs down Nancy Place - I can't see the numbers -

19
