SUE IWAN, 918 Transit: I just want to say that I am <br />in support of this project. During heavy rains, we can watch <br />the land roll down our back hill. We have a4ditch in the front <br />yard which frequently has standing water in it. <br /> <br />MR. ROGER NELSON, 1053 Brooks: I'm in favor of the project. <br />I have one question - on the curbs at the driveways - how do you <br />work the curbs into the driveways? <br /> <br />MR. HONCHELL: The gutter section is more separate from the <br />curb. The curb is the part that kind of sticks up in the air; <br />the gutter is the part that's flat. You may know, but others <br />may not. The gutter section would continue right past your <br />driveway opening. There would then be about an inch and a half <br />gradual slope higher than the gutter to try and capture the <br />water as it's going by on the street - to keep it in the street <br />so it doesn't go in your driveway. Again, we would make the <br />driveway opening to match whatever you have. If you have con- <br />crete, we'd put concrete in; if you have bituminous, we'd put <br />bituminous in. It will usually stay the same as what you have, <br />assuming you don't have a very gigantic driveway opening. <br /> <br />~ <br /> <br />MAYOR DEMOS: Anyone else on the storm drainage? I will <br />declare this portion of the hearing closed and I will make a <br />couple of quick remarks. The statement that "I'm on a hill" - <br />I appreciate that, I appreciate that you don't have a problem. <br />However, you contribute water. As a contributor, you are <br />asked to take part in this project, paying for what you have <br />carrying down the hill. We can't all live on the hills. <br />Neither do we have the right to deny development to the owners <br />who live below the hill. How it helps anyone portion - there <br />again you may not feel the initial benefit, but as a contributor <br />of water to the project, we ask you to share it. As far as <br />those lots which feel that they may absorb - I don't question <br />you if you have sand'. But remember, there is carriage of water <br />below the ground. It may carry into another area which pre- <br />vents that water soaking in. So again, you sometimes are a <br />contributor overground and sometimes you're a contributor <br />underground. I will ask for the Council's action. This is on <br />the storm drainage. <br /> <br />COUNCILMAN FRANKE: I have a few comments also. I appre- <br />ciate the fact that the people will come out on a cold night, <br />particularly the people who are in favor of it instead of just <br />depending on us to go ahead and do it, and I also appreciate <br />hearing from the people who feel, in one way or another, that <br />they haven't contributed and wonder why they have to pay. I <br />think when they're here and understand that in a way they do <br />contribute to the problem - the people who took the time to <br />come out and say "we need this and we're willing to pay for it" - <br /> <br />23 <br />
