gutter on the edges of the pavement to control the drainage and
also to control the edge of the roadway and whatever necessary
work occurred near the edges of this to adjust to alterations
in the sod or the driveways would be incorporated in the project.
In this case - as we said, it's not an M.S.A. street - so there
are no funds available from some other source. Here the stan-
dard City policy for several years has been just as it has been
on storm sewers - when the costs are found, they are divided by
four and the people are charged 25% of the cost. That's the
extent of the improvement.

M1>.YOR DEMOS: I would like to just point out one thing
before we ao on. Churchill and Oxford would not be dug up as
is Aglen. -There would be no reconstruction of those streets.

MR. HONCHELL: That's true. It's estimated that if the
storm sewer is approved on Aglen and Aglen is not approved for
reconstruction, there will be some $10,000 to $15,000 spent
for simply putting Aglen back into place again - putting a new
surface on that portion that's damaged - whatever that is.
We I re not trying to tell you we'd try and do a bad job -we ,
want to do a good job. These are your streets and we do the
best we can. About all I can really give you is my own feeling
and perhaps a reaction - the Council doesn't know this yet
either - but today we got a petition from Millwood up near
Lydia. Millwood last year had this exact same kind of work
done - had a pipe built on it and we did half the street.
There several of the other streets did petition. They came
to the City and they said we want to have our street done.
Those people didn't. They're now petitioning to have the street
,done and I think it's signed by all but two of the people. I
can only say that this seems to be recognized by the people
involved and our recommendation is that this is the best time
to have the street redone - as it's being torn up by a project,
assuming there is a project.

COUNCILMAN KEHR: Mr. Honchell, I'd like to ask you a
question. You propose on the north side there to fill that
area over that little knoll and back up in there. Is that
correct?

MR. HONCHELL: In this area?

COUNCILMAN KEHR: The north side.

MR. HONCHELL: This again - I can understand how it
could be confusing - this is isn't in reality north - this is
really a demonstration picture of how the street is higher,
we'd go down and fill in the back yards - this is really to-
ward Victoria at the extreme edge of the picture. It ,shows
that really we would be filling a little bit below the normal
level but keeping the drainage area we want to retain for the
high floods above sort of our normal 888 because the eleva-
tions below 888 won't help us any. We expect they'll be full
of water before it rains.

11
