COUNCIh~ KEHR: My question is this - instead of filling
that all the way up there as far as you're going, why not take
that knoll out of there and leave that? Tnat will give you
considerable additional water acre storage area.

MR. HONCBELL: The reason for not doing that is because
if this was 888 normally, which we would set our overflow
structure at - or something approximately that - that would
mean that there would be six inches to a foot of water in this
area, which will fluctuate with the rain and fluctuate with the
sunshine, which is generally unsightly, and the park felt it
would be more maintainable and useableif it was kept in a
quasi-dry condition until the major rains carne and to keep all
that area above 888 for drainage storage, which. is a critical
area - everything above 888.

COUNCILMAN KERR: My suggestion is basically to cut the
knoll out of there and put that more towards Victoria.

MR. HONCHELL: This knoll?

COUNCILMAN KEHR: No - right there between . .

MR. HONCHELL: Here?

COUNCILl'1AN KEHR: Yes. Cut that down and bring that up
a little bit and that will give you considerable more footage
of water ,that you can store in there and it will probably
eliminate - help eliminate some of the flooding during the
crucial rains.

MR. HONCHELL: I understand what youlre saying. This is
out of proportion and perspective, I guess, is the best way to
react to you. Although it may show several feet of undulation
in places, there really aren't storage areas above 888 at
least, which is what we worry about. Anything below 888 we
assume is going to be wet because we're holding at 888. So
we're trying to keep all that area above 888. I think I hear
what you're saying - all the more holes there are is all the
more holding area.

COUNCILMAN KEHR: That's basically true, but if you move
that up a little bit - either that or this is a little out of
proportion - out of scale - as you have drawn it there. I
view that as quite a few feet of storage area that you can
acquire by moving that knoll over and banking it up there.
You'll lose a little bit on your park area there, but I don't
think that would be too crucial.

MR. HONCHELL: That's one of the alternatives we'll study
further, if there is a further.

MAYOR DEMOS: But it must be deep enough so that it's
not a mosquito bed.

12
